APPROVED 07/06/2021 REGULAR MEETING MINUTES JUNE 21, 2021 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JUNE 21, 2021, BY MAYOR RIX. All yeas Motion passes AUDIENCE PARTICIPATION Constance Jones addressed Council regarding feral cats. Ms. Jones would like Council to look at the ordinance that dealt with wild animals (feral cats) – she felt that residents should not be fined and/or jailed for feeding feral cats. Mayor Rix suggested that Ms. Jones speak with the City Manager. Could begin to work out some arrangement with individuals and/or organizations that may be willing to offer assistance to trap the cats and have them spayed/neutered and re-released. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Starr Craft Brewery/Second Anniversary Event City Manager Moore informed Council that that this year their anniversary event will be for three (3) days, instead of the one (1) day event held last year. Starr Craft Brewery is also requesting approval to bring in up to three Mobile Food Vendors. Although they are requesting up to three (3) mobile food vendors, all three vendors will not be present each day. The applicant has also indicated that an invitation will be extended to all businesses in the downtown area to set up and promote in the event area. CCM: 06/21/2021 Page 2 of 5  APPROVED 07/06/2021 Motion by Allen, seconded by Greene, to approve the special event request from Starr Craft Brewery for a Second Anniversary Celebration on Friday, July 16, 2021 – Sunday, July 18, 2021 from 10:00 am to 11:00 pm on Friday and Saturday and 12:00 pm to 9:30 pm on Sunday, including a tent and outdoor music. The approval is contingent upon the following: a. Permission to close a portion of Water Street from Forest to the alleyway drive and a portion of the Forest Street Sidewalk and tree lawn area in front of their buildings, from Wednesday, July 14th through Tuesday, July 20th, to allow time to set up the fencing and tent. b. Permission to have up to three mobile food vendors, in accordance with their Special Event Application for Mobile Food Vendors. Discussion on Motion: Rix commented on the food trucks now being in the city for three (3) consecutive days, and in close proximity to existing restaurants. He suggested an amendment to the main motion as follows: Motion by Rix, seconded by Schultz, to add the following language to the main motion: If local food establishments are reached out to first. All yeas Motion passes Discussion on motion: Greene – The food trucks that will be available will be offering food different from what is offered in the restaurants. Rix – He felt food trucks offered unfair competition. He did not believe food trucks were right for the community. The local restaurants are not in favor of food trucks. All yeas Motion passes Motion by Reindel, seconded by Allen, to reappoint Alexander Steward to the Library Board for a (2)-year term with an expiration date of June 30, 2023. All yeas Motion passes Motion by Allen, seconded by Greene, to confirm the Mayor’s reappointment of George Frank to the Planning Commission for a 3-year term with an expiration date of June 30, 2024. All yeas Motion passes Motion by Reindel, seconded by Greene, to confirm the Mayor’s reappointment of Sean Misko to the Planning Commission for a 3-year term with an expiration date of June 30, 2024. All yeas Motion passes 3. Consideration of Establishing the Quarterly Roundtable Meeting Date Motion by Reindel, seconded by Allen, to schedule the special quarterly roundtable meeting of the City for Monday, August 2, 2021, at City Hall beginning at 5:30 pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - In accordance with the new City ordinance that follows State Law, fireworks are only allowed from June 29th through July 4th, in celebration of the Fourth of July Holiday. - The State Champion Girls Softball Team will be at the July 6th Council meeting. COUNCIL COMMENTS Schultz – Congratulated all of the High School athletes: Girls Softball, Boys Baseball, Trap Team and Wrestling Team. Rix – Heritage Festival will be held Saturday, June 26th and Sunday, June 27th. - The Summer Youth Volleyball program starts August 2nd, contact the Recreation Department for more information. - Children’s programs at the Pavilion. Contact the Recreation Department for more information. - RPOA Pig Roast on August 1st at Beebe Park.
