MARCH 7, 2022
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER
AT 7:00 P.M., ON MONDAY, MARCH 7, 2022, BY MAYOR RIX.
ROLL CALL
Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn
Absent: None
Others: City Manager Moore, City Clerk Stagl
Visitors: Fire Chief Treend, Tom Garant, Terry Olsen, Parker Treend and several
members of Fire Chief Treend’s Family
APPROVAL OF MINUTES
Motion by Warn, seconded by Greene, to approve the minutes of the February 21, 2022,
regular meeting, as presented.

ADOPTION OF AGENDA
Motion by Warn, seconded by Greene, to adopt the agenda as presented.
All yeas Motion passes
CONSENT AGENDA
a) Receive and File January 10, 2022, Library Board Meeting Minutes
b) Receive and File February 23, 2022, TIFA Meeting Minutes
c) Approval of FY2021-22 Budget Amendments
d) Approval of Schedule of Bills dated March 3, 2022, in the amount of $ 101,501.35
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of the Confirmation of the Fire Chief
Motion by Reindel, seconded by Warn, to confirm the appointment of Robert Treend as Fire
Chief for the City of Richmond in accordance with Section 7.13 of the City of Richmond Charter
for a one-year term commencing on March 1, 2022 and expiring on February 28, 2023.
Robert Treend thanked Council, the Fire Department membership and his family for their
support.

2. Consideration of the Request to keep chickens/Tammy Albers/67680 Gleason
Motion by Reindel, seconded by Allen, to approve the petition from Tammy Albers to keep up
to six (6) Chicken Hens on the property, subject to the following conditions:
1. The chickens allowed will be female Chicken Hens. No roosters shall be allowed.
2. This approval shall be subject to a one (1) year review if any complaints are received
from the neighbors regarding the chickens.

3. Consideration of Special Event Activity-Mobile Food Vendors Request/Starr Craft
Brewery
Motion by LaFore, seconded by Greene, to approve the Special Event Request for Mobile Food
Vendors from Starr Craft Brewery to have a Mobile Food Vendor on the following schedule:
Friday, March 4th from 2:00 pm – 10:00 pm – Batter Up Waffle Company
Saturday, March 19th from 2:00 pm – 10:00 pm - Outlaw Smoke BBQ
Monday, March 21st from 6:00 pm – 10:00 pm – Batter Up Waffle Company
Six yeas (Allen, Greene, LaFore, Misteravich, Reindel, Warn)

4. Consideration of Establishing Budget Workshop Meeting Dates
Motion by Greene, seconded by Allen, to schedule the following budget workshop meeting
dates to review and modify the City Manager’s proposed FY2022-23 City Budget, as necessary:
Monday, April 18th; Monday, May 2nd and Monday, May 16th, beginning at 5:30 pm.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Currently in the middle of budget meetings with the Department Directors.
- Have samples of name tags for Council to look over.
COUNCIL COMMENTS
Allen – Congratulated the Varsity Cheer Team for winning the State Championship for the fourth
year in a row.
Rix – Upcoming Events:
March 8 – Cable Commission Meeting at 7:00 pm
March 10 – BZA meeting at 7:00 pm
March 10 – Planning Commission Meeting immediately following the BZA Meeting
March 13 – Time Change – Spring Forward – check batteries in smoke detectors
March 13 – Library Board Meeting at 7:00 pm
March 17 – EDC meeting at 7:00 pm – Council and TIFA will be invited to attend.
March 21 – Council meeting at 7:00 pm
Community Theatre play The Adams Family Musical – March 11th, 12th and 13th. Call 727-9518
to purchase tickets.
Fish Dinners at the Richmond VFW post on Fridays 4:30 – 8:00 pm.
Miss Richmond Pageant on March 20th at 2:00 pm at Maniaci’s.
