Consideration of Approving Resolution No. 2022-2/Recognition of the Competitive Cheer State Championship Team Motion by Greene, seconded by Allen, to adopt Resolution No. 2022-2, a resolution recognizing the 2022 State Champion Richmond High School Competitive Cheer Team as a source of civic pride. Discussion on motion: Mayor Rix read aloud the Resolution in recognition of the Cheer Team. Coach Kelli Matthes expressed her appreciation to the City Council for their support. Winning a Championship four consecutive years is quite an accomplishment – she was very proud of the cheer team athletes. Consideration of the Confirmation of the Police Chief Motion by Reindel, seconded by Warn, to approve and confirm the City Manager’s appointment of Thomas J. Costello to the Position of Chief of Police/Public Safety Coordinator in accordance with Section 7.3(a) of the City Charter for an indefinite term to serve at the pleasure of the City Manager. All yeas Motion passes City Clerk Stagl administered the Oath of Office to Thomas Costello. 3. Consideration of Special Event Activity-Mobile Food Vendors/Starr Craft Brewery LLC Motion by Greene, seconded by Allen, to approve the Special Event Request for Mobile Food Vendors from Starr Craft Brewery to have Mobile Food Vendors on the following Schedule: Friday, April 8th 5:00pm – 11:00pm Outlaw Smoke BBQ Saturday, April 16th 2:00pm – 10:00pm Scalici’s Wood Fire Pizza Friday, April 22nd 5:00pm – 8:00pm Bubba’s BBQ Saturday, April 23rd 2:00pm – 10:00pm Great Lakes Smokehouse Five yeas (Allen, Greene, LaFore, Misteravich, Reindel) Two nays (Rix, Warn) Motion passes Reindel expressed concern with the amount of times we are using the mobile food vendor special event activity. Requested that we discussed this issue again at a quarterly roundtable workshop. 4. Consideration of Special Event Request/RAHGS/Festival of Fibers Motion by LaFore, seconded by Misteravich, to approve the RAHGS special event request for the Festival of Fibers, on July 23rd from 8:30am-5pm and Sunday, July 24th from 10am-4pm; along with the closure of Park Street from Stone to Beebe Street, beginning Friday, July 22nd. All yeas Motion passes 5. Consideration of the Aud Parking Lot Reconstruction Motion by Reindel, seconded by Warn, to approve Teltow Contracting’s – Change Order 1 to the Seymour Street Project to include the Aud – Parking Improvements in the amount of $161,027.75 with the General Fund to fund $80,513.88 and request TIFA to authorize $80,513.87. All yeas Motion passes CCM: 03/21/2022 Page 3 of 6  APPROVED 04/04/2022 Motion by Allen, seconded by LaFore, to amend the General Fund Budget to increase line item 101-462-818.024, General Fund, Capital Improvements, Contractual Services Aud Project from $0 to $80,514. Consideration of Bid Award/2022 Aggregate Material Supply Contract Motion by LaFore, seconded by Misteravich, to award the 2022 Aggregate Materials Supply contract to R G Eisenhardt at the unit prices of $17.60 per ton for 21AA limestone and $7.00 per ton for MDOT Class III sand. All yeas Motion passes 7. Consideration of Wastewater Treatment Plan (*WWTP) Air Conditioning Replacement Motion by Reindel, seconded by Warn, to authorize the expense of $18,925.00 to Tony’s Heating & Cooling for replacement of the WWTP A/C condenser and evaporator with expenses charged to the appropriate line item in the WWTP Equipment Replacement Fund. All yeas Motion passes 8. Consideration of the purchase of WWTP Oxidation Ditch Rotor Blade Replacement Motion by Reindel, seconded by Warn, to waive purchasing ordinance requirements due to Section 64-53(a) and to authorize the expense of $43,200.00 for the purchase of 864 Magna Rotor Blades from DuBois-Cooper with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund. Consideration of the purchase of WWTP Oxidation Ditch Rotor Bearing Replacement Motion by LaFore, seconded by Misteravich, to authorize the expense of $8,553 from applied Technologies, Process Piping, and Tiger, Inc. to rebuild the drive-end bearing on the North Oxidation ditch with expenses charged to the appropriate line item in the Sanitary Sewer Fund. Consideration of Special Event Request/Tootsie Roll Sale/Richmond Knights of Columbus Motion by Allen, seconded by Reindel, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, April 8th and Saturday, April 9th, 2022 from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, April 8th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City Hall staff will be having in-service training tomorrow from 9am – 11am. City offices will be closed during this time. COUNCIL COMMENTS Allen – Thanked Council for opportunity to attend the MML Capital Conference – it was very educational. Rix – Reminder of upcoming events: March 26th – Puzzle sale at the Library March 30th – Easter event at the Library beginning at 6:30 pm April 9th – Easter Egg Scramble at Beebe Park, beginning at 10:30 am Hook and Needles Group (Knitting and Crocheting) at the Library on the 2nd and 4th Tuesdays of the month, from 6-8pm Fish Dinner every Friday during Lent at the VFW Hall from 4:30-8:30pm 3/23 – TIFA Meeting at 7:00 pm 4/4 – Council Meeting at 7:00 pm 4/5 – Yard Waste Collection begins 4/5 – 4/8 – Spring Break for Richmond Schools CCM: 03/21/2022 Page 5 of 6  APPROVED 04/04/2022 CLOSED SESSION 1. Labor negotiations/Teamsters Motion by Allen, seconded by LaFore, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiations of a collective bargaining agreement, as requested by administration.
