APPROVED 04/18/22 REGULAR MEETING MINUTES APRIL 4, 2022 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, APRIL 4, 2022, BY MAYOR PRO-TEM MISTERAVICH ROLL CALL Present: Greene, LaFore, Misteravich, Warn Absent: Allen, Reindel, Rix Others: City Manager Moore, City Clerk Stagl Visitors: Chief Thomas Costello, City Planner Jeschke, William Stanley, Cindy Manchik Kelly Lenart, Dana Maclean Motion by Warn, seconded by Greene, to excuse Councilors Allen and Reindel, due to being out of town and excusing Mayor Rix due to illness. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the March 21, 2022, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION William Stanley addressed Council regarding the pot-bellied that had been approved by Council a year ago. Wanted to let Council know that he does not approve of the pig. The pig is kept in a fenced in area at all times and this area smells. He does not feel that this animal belongs in the City – it is a farm animal. Misteravich informed Mr. Stanley that Administration will address the issue and follow-up with Council. All yeas Motion passes CONSENT AGENDA a) Approval of FY2021-22 Budget Amendment b) Approval of Schedule of Bills dated March 31, 2022, in the amount of $108,980.09. Motion by LaFore, seconded by Greene, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Request to Keep Chickens/35311 Park Street/Kelly Lenart Motion by LaFore, seconded by Warn, to approve the petition from Kelly Lenart to keep up to three (3) Chicken Hens on property located at 35311 Park Street, subject to the following conditions: a. The chickens allowed will be female Chicken Hens. No roosters shall be allowed. b. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens. All yeas Motion passes 2. Consideration of Special Event Request/Richmond Police Officers Association/Pig Roast and Golf Cart Rodeo Motion by Greene, seconded by Warn, to approve the Special Event Request from the RPOA for a Pig Roast and Golf Cart Rodeo in Beebe Park on Sunday August 7, 2022 from 12:00 pm to 4:00 pm with approval of the beer & wine permit and the use of the areas of Beebe Park shown in the map. Consideration of Request to put up Senior Banners Motion by Greene, seconded by Warn, to approve the request to utilize the poles and banners arms from Park Street to Heritage Drive to place banners recognizing the students of the class of 2022 from mid-April through June 30th and to authorize DPW to install the banners, with the following conditions: a. That the Project Graduation Committee will furnish the banners and all necessary zip ties. b. There are no guarantees of exact placements of students on a particular pole or location. Consideration of Special Event Request/St. Augustine Parish Festival Motion by Greene, seconded by Warn, to approve the special event application from St. Augustine Catholic Church to have six (6) temporary signs in conjunction with their annual parish festival on August 12th through August 14th with the following conditions: a. The applicant shall work with city staff on property placement of the signs to minimize any sight visibility issues. b. The signs are allowed to be displayed August 1st through August 15th, 2022. All yeas Motion passes Motion by Greene, seconded by Warn, to approve the special event application from St. Augustine Catholic Church to have an across the road banner in conjunction with their annual parish festival to be displayed August 1st through August 1tth, 2022, and direct the City Clerk to submit the application to MDOT. All yeas Motion passes Motion by Greene, seconded by Warn, to approve the request from the St. Augustine Parish Festival to make the 13 parking spaces on Howard Street between the two church driveways handicapped parking for the St. Augustine Parish Festival on August 12th through August 14th, 2022. All yeas Motion passes 5. Consideration of Approving Resolution No. 2022-3/Special Event Request/Memorial Day Parade Motion by Greene, seconded by Warn, to adopt Resolution No. 2022-3, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 30, 2022, from 9:00 am – 11:00 am for the purpose of conducting the annual Memorial Day Parade. Consideration of Appointing a Council Liaison to the Recreation Board Motion by Greene, seconded by Warn, to reappoint Mayor Tim Rix as City Council Ex-Officio member on the Recreation Board with an expiration date of March 31, 2023. All yeas Motion passes 7. Consideration of Approving City Clerk/Human Resource Assistant Job Description [ADDED AT MEETING] Motion by Greene, seconded by Warn, to approve the City Clerk/Human Resource Assistant Job Description. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Working on putting together the budget for the first budget workshop scheduled for April 18th. - Rauhorn Electric will be in tomorrow to finish up the installation of the downtown decorative lights. COUNCIL COMMENTS Greene – Reminded residents that the budget workshops are open to the Public Misteravich – Commented on the City Clerk retiring – thanked her for the 35 years of service. - Reminder of upcoming events: 4/9 – Easter Egg Scramble at 10:30 Sharp at Beebe Street Park Hooks and Needles Group meeting every 2nd and 4th Tuesday of the month at the Library from 6 – 8pm. VFW weekly fish dinner – Fridays during lent, from 4:30 – 8:00 pm 4/11 – Library Board meeting at 5:30 pm 4/14 – Planning Commission meeting at 7:00 pm 4/18 – Budget Workshop at 5:30 pm 4/18 – Council meeting at 7:00 pm CLOSED SESSION None.
