APPROVED 06/06/2021 SPECIAL BUDGET WORKSHOP MINUTES MAY 16, 2022 THE SPECIAL BUDGET WORKSHOP OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:37 P.M., ON MONDAY, MAY 16, 2022, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Treasurer Hatfield, Deputy Clerk Focht Visitors: RLEMS Director White, Police Chief Costello, Sargeant Kacanowski, Fire Chief Treend AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA Motion by Warn, seconded by LaFore, to adopt the Agenda as presented. All yeas Motion carried ITEMS FOR CONSIDERATION Review of the proposed FY2022-23 Budget began with: 101-610 EMS Budget – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-611 Community Transit – SMART funds directly to EMS 206-ALL Fire Department – Chief Treend discussed the RVFD’s concerns with the engine and its frame with the City Council. There was a lot of discussion on the features and uses of a Quint versus an Engine.  APPROVED 06/06/2021 Council directed City Manager Moore and Chief Treend to get some firm numbers on the new engine, an estimate on the trade in value of our engine, and run numbers for each truck. No decision has been made at this time. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-301 Police Department – City Council was in agreement with the Shred Event and the Core Technology information that was presented. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-315 Traffic and Safety – More crossing guards are needed. People need to send letters to legislators regarding getting a turn signal at 32 Mile and Main Street. Administration should reach out to our other elected officials on this. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-325 Communications – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-426 Emergency Preparedness - A permanent generator grant was approved and there is potential to add the siren into the generator. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. Meeting recessed at 6:58 p.m. for the Regular Council meeting Reconvened budget workshop at 7:37 p.m. 101-326 Code Enforcement – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-265 Buildings and Grounds CHPD – Council asked if there was money for the Aud in this budget? City Manager Moore stated that the Aud is in the Parks and Recreation budget. City Manager Moore also stated that there are plans for holiday lights at City Hall, the Library, and Community Center. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-101 City Council – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED.  APPROVED 06/06/2021 101-191 Elections - COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-210 Legal Services – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. APPENDIX – Five Year Capital Outlay Plan – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. CITY MANAGER COMMENTS None COUNCIL COMMENTS None.
