Approved 06/20/22 REGULAR MEETING MINUTES June 6, 2022 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, JUNE 6, 2022 BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Lois Spruytte, Dr. David Varga APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the May 16, 2022 regular meeting as presented. All yeas Motion passes Motion by Warn, seconded by Greene, to approve the minutes of the May 16, 2022 budget workshop as presented. All yeas Motion passes AUDIENCE PARTICIPATION None AMENDMENT OF THE AGENDA The City Manager asked that Council postpone #3 Item for Consideration of Special Event Request/Animal Rescue Fundraiser to revisit on next City Council meeting on Monday, June 20, 2022. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented All yeas Motion passes  Approved 06/20/22 CONSENT AGENDA a) Receive and File EDC Minutes from January 20, 2022 b) Receive and File EDC Minutes from March 17, 2022 c) Approval of Schedule of Bills dated June 2 2022, in the amount of $ 568,202.32 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/St. A’s / Procession to Memphis Motion by Greene, seconded by Allen, to approve the request received from St. Augustine Church to conduct their Procession down Main Street, beginning at approximately 7:00 a.m., on Sunday June 19, 2022, at St. Augustine’s Church and traveling north along Main Street to the City Limits. All yeas Motion passes 2. Consideration of Special Event Request /Starr Craft Brewery/Mobile Food Vendor Motion by Greene, seconded by Allen, to approve a Special Event Request from Starr Craft Brewery for a Mobile Food Vendor, Bubba’s BBQ, to be present at the viewing of the Magnolia Network’s Silos Baking Competition Show on Sunday, June 12, 2022 from 2:00 p.m. until 9:00 p.m. All yeas Motion passes Discussion on motion: Visitor Spruytte mentioned that this was a lifetime dream to be in a baking challenge. Magnolia Network filmed in Richmond, not sure what will be used. Spruytte is 1 of 6 competitors in the Silos Baking Competition. It will be aired on Sunday, June 12, 2022 at 8:00 p.m. 3. Consideration of Board Appointment to Recreation Board Motion by Reindel, seconded by Warn to appoint Dr. David Varga to the Recreation Board for a 2-year term with an expiration date of March 31, 2023. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Allen, seconded by Green, to schedule the special quarterly roundtable meeting of the City Council July 18, 2022, at City Hall beginning at 5:30 p.m. All yeas Motion passes 5. Consideration of Special Event Request/Richmond Little League/Mobile Food Vendor Motion by Greene, seconded by LaFore, to approve a Special Event Request for the Mobile Food Vendors from Richmond Little League to have two (2) food trucks for their Blue Devil Tournament, from 11:00 a.m. to 6:00 p.m. on Saturday, June 11th and Sunday, June 12th. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore – Scheduled to finish paving of The AUD parking lot this week St. A’s 3rd grade class toured the City offices. Special thanks for having the Richmond TV studio set up for the students to get a behind the scenes look at the cable network. COUNCIL COMMENTS Greene –Congratulations to Lois Spruytte for making it this far in the baking competition. Rix: Upcoming Events: -Blue Devil Tournament 6/10, 6/11, 6/12 -Flag Day 6/14–Appreciation for all the flags visible to honor our country -St. Augustine Processional down Main St. on 6/19/22 -City Council Meeting 6/20/22 -Spring into Life Blood Drive Lenox Twp. Community Center on 6/10/22 11-5pm -Camp Richmond Pre-Registration 6/13 & 6/14 from 5:30 -7:30pm. Camp runs from Monday thru Friday 8am to 3 pm. -Garden Fest put on by the Historical Society- 6/14, 7/12, and 8/9 from 6-8 pm. located at Historical Society. -Lois Wagner Library Summer Reading Program Kickoff 6/15 at 1-2pm -Crafts to Go at Recreation Center, 6/17 – 8/19 from 8:30am-4:30pm -Beach Read Book Swap 6/21/22 6pm-7pm at Lois Wagner Library -Richmond Police Officers Association raffle of Golf Cart value $10K, 1500 tickets sold, drawing at annual Pig Roast on 8/7 at Beebe Street Park  Approved 06/20/22 CLOSED SESSION 1. Teamsters Contract Negotiations Motion by Allen, seconded by Greene, to convene into closed session in accordance with Section 8 (d) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration. A roll call vote was taken: All yeas Motion passes OTHER BUSINESS Motion by Reindel, seconded by Rix, to reconvene into open session. All yeas Motion passes Approval of Teamsters Tentative Agreement Motion by Lafore, seconded by Misteravich, to approve the Tentative Agreement with Teamsters Local 214 signed on May 10, 2022. All yeas Motion passes Approval of Non-Affiliated Wage and Holiday Adjustment Motion by Reindel, seconded by Allen, to provide the same raise to the Non-Affiliated Department Directors and permanent Part Time employees as approved for the Teamsters for FY 2022/2023 along with the change in the Holiday Schedule.
