All yeas Motion passes PUBLIC HEARING 1. Proposed FY2021-22 City Budget Motion by Greene, seconded by Allen, to open the public hearing on the Proposed FY2022- 2023 Budget at 7:04 pm. All yeas Motion passes The total City Budget is $14.4 million, including a $5.3 million General Fund Budget. The City Council held three budget workshop meetings in April and May to review the budget and the proposed budget reflects the modifications made by the City Council during the workshops. The budget calls for a tax levy of 15.6637 mills for general operating purposes (which includes Page 2 of 7  APPROVED 07/06/2022 funding from TIFA and the General Fund equal to a set-aside of 1.48 mills for street improvements). The City does not currently levy any mills for debt. The City will also levy a 1% administration fee on all tax collections and a flat fee of $226.76 annually per collection unit for refuse and yard waste collection and curbside recycling services. Motion by Allen, seconded by Warn, to close the public hearing on the Proposed FY2022-2023 Budget at 7:06 pm. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Adoption of Resolution 2022-5 Approval of FY2022-23 Budget Moved by Greene, seconded by Allen, to adopt Resolution No. 2022-5 which adopts the City of Richmond FY 2022-2023 Budget, appropriates the necessary sums for each fund of the city, adopts the 2022-2028 Capital Outlay Program, directs the levy of taxes and fees for municipal purposes, and directs the preparation of the tax roll and collection of taxes. Council Comments: Greene – Thankfully recognized tremendous work and effort by City Manager Moore and staff for being fiscally conservative while also being able to fund roads/library/parks and recreation department and ability to provide what the residents want.. Rix – Acknowledged Richmond for having the 2nd lowest total homestead millage rate of all villages and cities in Macomb County for last year and echoes Greene’s compliments of City staff. Consideration of Approval of FY2022-23 Fee Schedule Moved by Reindel, seconded by Warn, to approve the City of Richmond FY 2022-2023 Fee Schedule as presented by the City Manager. Consideration of Tax Base Sharing Agreement between TIFA and City of Richmond Motion by Greene, seconded by Warn, to approve the Captured Assessed Value Sharing Agreement between the City of Richmond TIFA and the City of Richmond for Fiscal Year 2022/23 and authorize the Mayor to sign the agreement. All yeas Motion passes 4. Consideration to request to Raise chickens / 36065 Madison St. Motion by Reindel, seconded by Allen to approve the petition from Brandon and Rebecca Murphy to keep up to six (6) Chicken Hens on property located at 36065 Madison Street, subject to the following conditions: 1. The chickens allowed will be female Chicken Hens. No roosters shall be allowed. 2. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens. Public Comment: Resident Murphy thanks Council for their time and consideration. All yeas Motion passes 5. Consideration of Special Event Request/Farmers Market Motion by Greene, supported by Allen, to approve the special event request from Floras Trash to Treasure and Heirloom Acres Farms to hold a Farmer’s Market on Thursdays from June 30th until October 27th, 2022 from 2:00 pm until 9:00 pm, in the Municipal Parking Lot in the area between the two buildings. Public Comment: Majchrzak gave background information on the partnership with 3pm-8pm but may adjust time to 4pm – 8pm. Not planning on having Farmers Market the week of Good Old Days. Wants to bring a nice weekly event to the community. Schwab – Currently has twelve (12) individuals currently signed on and have approximately 15 others that are interested in joining upon approval. Goal is to bring into a Cooperative mindset with local growers and make it a one-stop-shop to acquire their needs. Council Comments: Page 4 of 7  APPROVED 07/06/2022 Greene: City of Richmond is supportive of small business. This is the right time/right people and is hopeful the Council will support. All yeas Motion passes 6. Consideration of Special Event Request/Animal Rescue Fundraiser Motion #1 Motion by Greene, seconded by Allen, to approve a Special Event Request from Kelly Moilanen, to hold a fundraiser for “Saving Destiny Animal Rescue” consisting of pet vendors, pet activities and a movie on Saturday, September 17, from 6 pm to 10:30 pm. (rain date Saturday, September 24th). Public Comment: Moilanen (Event Coordinator) provided background information about “Saving Destiny Animal Rescue”. It is a foster-based rescue run out of a home in Clinton Township. Appreciates anyone that provides an opportunity to spread word about fostering and adopting pets. VanHove: Exciting opportunity for all parties involved including the City’s recreation department. Motion #2 Motion by Reindel, seconded by Misteravich, to approve a Special Event Request – Mobile Food Vendor from Kelly Moilanen for Boss Dawgs during the animal rescue fundraiser on Saturday September 17th from 6:00 pm to 10:30 pm. All yeas Motion passes 7. Consideration of Approving Special Event Request/Mobile Food Vendor/St. Augustine Parish Festival Motion by Greene, seconded by Allen, to approve the Special Event Request for Mobile Food Vendors from St. Augustine’s Church to have Mobile Food Vendors on the following schedule during the St. Augustine’s Church and Parish Festival with a potential fifth food vendor on Saturday: Friday, August 12th 4:00pm - 8:00pm The Grilled Wrap Page 5 of 7  APPROVED 07/06/2022 Friday, August 12th 4:00pm - 8:00pm Phatrobs Foodlove Friday, August 12 th 4:00pm - 8:00pm Pops Sweets on the Streets Saturday, August 13th 12:00pm - 8:00pm The Little Donut Factory/“To-Be-Named” Food Truck All yeas Motion passes 8. Consideration of approving a WWTP Operating Contract – EZ Operations Motion by Reindel, seconded by Warn, to approve a 2-year WWTP Operation and Maintenance contract with EZ Operations & Maintenance for the time period July 1, 2022 to June 30, 2024 with the expense charged to line items in the Sanitary Sewer and Water Funds; and authorize the City Manager to execute the contract as the Owner’s Representative. Public Comment: Kingsley: Projected a 6% increase if City maintained contract with Tetra Tech. For cost control for moving forward EZ Operations would be the best move for the City; same employees, great effort to keep costs lower and right thing to do. Eldridge (EZ Operations) – Currently run the WWTP – Started with assistance of Tetra Tech in 2013 and worked on smaller facilities. Company is growing and the employees are invested in the City of Richmond and enjoy the City. Greene: Appreciates stability of the company and background of company that was provided. Goetziner: Feels it is a savings benefit/cost benefit for the City. All yeas Motion passes 9. Consideration of approving City Manager Vacation and Naming Acting City Manager. Motion by Reindel, seconded by Warn to approve the City Manager’s vacation request from August 15 – August 19, 2022, and name Jim Goetzinger Acting City Manager in accordance with Section 7.6 of the City Charter from Monday, August 15, 2022 through Friday, August 19, 2022. Consideration of Special Event Date Change Request – Chaps Food and Spirits Page 6 of 7  APPROVED 07/06/2022 Motion by Greene, seconded by Allen, to approve a Special Event Date Change Request from Chaps Food and Spirits to host a classic car show on Sunday, July 31, 2022 11:00 am to 5:00 pm utilizing the City’s and Chaps’ portions of the Forest Street Parking Lot and Monroe Street from Forest up to the bank drive thru.
