July 6, 2022
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M. ON WEDNESDAY, JULY 6, 2022 BY MAYOR RIX.
ROLL CALL
Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn
Absent: None
Others: City Manager Moore, City Clerk McCallister, Police Chief Costello
Visitors: Linda McArtney (67661 Samuel Ct.)
APPROVAL OF MINUTES
Motion by Warn, seconded by Greene, to approve the minutes of the June 20, 2022 regular
meeting as presented.
All yeas Motion passes
AUDIENCE PARTICIPATION
Resident McArtney expressed concern over the loud fireworks that have taken place last year as
well as this year over the 4th of the July holiday. McArtney indicated she called the police to
complain of the loudness. Ms. McArtney would like to see the fireworks banned in her neighbor.
City Manager Moore responded to Council that the firework ordinance for Richmond is already
amended in pattern with the State of Michigan’s minimum allowance.

CONSENT AGENDA
a) Approval of Schedule of Bills dated June 30 2022, in the amount of $ 316,980.39.
b) Approval of Resolution 2020-6 Recognizing Dawn Field’s Retirement
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented.
All yeas Motion passes

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Circle Lane Neighbors
Motion by Greene, seconded by Allen, to approve the request from Susan Foster to conduct
the Circle Lane neighborhood block party on Circle Lane on Saturday, August 13, 2022 (with an
inclement weather date of Sunday, August 14th) from 12:00 p.m. to 4:00 p.m. and to allow the
closure of Circle Lane from 69874 Circle Lane to the west entrance from Ridge Street.
All yeas Motion passes
2. Consideration of Request /POAM Street Banner
Motion by Greene, seconded by Misteravich to approve the across the road banner request
from RPOA for a banner promoting their Pig Roast and Golf Cart Rodeo, from July 22, 2022
through August 7, 2022 and direct the City Clerk to submit the banner to MDOT.
All yeas Motion passes
3. Consideration of Purchase of Patrol Vehicle – Police Department
Motion by Reindel, Seconded by Warn, to authorize the purchase of a 2022 Ford F150 Police
Patrol Pick-Up in the amount not to exceed $41,390 with necessary added options from
Signature Ford under the Macomb County State Bid with expense charged to the appropriate
line-item Police Department, Equipment Acquisition.

COUNCIL COMMENTS
Mayor Rix:
Mayor Rix and City Manager Jon Moore attended Ms. Gallagher Dursts’ LEGO class to speak on
the City of Richmond and how things work. Rix was very impressed with such fun and
intelligent 2nd-4th grade students. Rix/Moore appreciative for the invitation.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
