SPECIAL MEETING MINUTES August 30, 2022 THE SPECIAL MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, AUGUST 30, 2022 BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore (via telephone conference in closed session) City Clerk McCallister, Police Chief Costello Visitors: City Attorney Mark Clark, Attorney Arthur Jay Weiss AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION None. COUNCIL COMMENTS None CLOSED SESSION 1. Consideration of hearing complaints or charges brought against an Employee Motion by Reindel, seconded by Warn, to convene into closed session in accordance with Section 8 (a) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for the purpose of considering for the purpose of hearing complaints or charges brought against an employee. A roll call vote was taken: All yeas (Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn) Motion passes Council recessed at 7:02 pm to go into closed session. OTHER BUSINESS Motion by Allen, seconded by Greene, to reconvene into open session at 8:13 pm. All yeas Motion passes Motion by Reindel, seconded by Warn to support the written statement provided by the City Manager regarding the reinstatement of the Chief of Police to Active Duty. We do not find that the circumstances surrounding this situation warrant termination at this time. Any discipline will also be placed in abeyance until the court case is completed. Discussion on motion: LaFore complimented Police Chief Costello for his professionalism and character during this process. Costello thanked Councilors for their consistent due diligence in this matter.
