THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:02 P.M. ON MONDAY, OCTOBER 17, 2022 BY MAYOR RIX.

Motion by Warn seconded by Greene, to approve the minutes of the October 3, 2022 regular
meeting as presented.

Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of the Introduction and First Reading of Ordinance No. 156-
32/Amendments to what is considered a recreational vehicle
Motion by LaFore, seconded by Misteravich to introduce and give first reading of Ordinance
156-32 which amends Section 25.02 (Definitions) to amend what is considered to be a
recreational vehicle.

Planning Commission held a public hearing on September 15, 2022 and with great consideration
the Commission recommended the approval of Ordinance 156-32 (TXT-02-2022). The
Commission believes this amendment meets the needs of the community.
2. Consideration of Special Event Activity Request/Across the Road Banner/Richmond
Wrestling
Motion by Allen, seconded by Greene to approve the across the road banner request from
Richmond Wrestling for a banner to be placed over Main Street from Tuesday, November 1st
through Thursday, November 10th, 2022.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
Moore thanked the Good Old Days volunteers for assisting in the roof project at the Aud and
stated that the majority of the work has been completed
COUNCIL COMMENTS
Rix – Reminder of upcoming calendar events:
10/19 - Library Book Sale (Preview night) 5pm – 7pm
10/20-10/21 Library Book Sale - 9am-5pm
10/22 Library Book Sale – Bag Day (10am-2pm)
10/26 TIFA meeting at 7pm
10/31 No Tricks only Treats from 6pm-8pm at the Fire Hall (Rain or Shine)
11/6 Senior Social Event at Maniaci’s Banquet Facility, Pre-registration

11/7 City Council Meeting – 7pm
CLOSED SESSION
1. City Manager Evaluation
Motion by Reindel, seconded by Warn, to convene into closed session in accordance with
Section 8 (a) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for the

purpose of considering a periodic personnel evaluation of the City Manager as requested by the
City Manager. (ROLL CALL VOTE)
All yeas (Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn)
Motion passes
Council recessed at 7:12pm to go into closed session.
OTHER BUSINESS
Motion by Allen, seconded by Warn, to reconvene into open session at 7: 25 pm.
1. City Manager Evaluation
Motion by Rix, seconded by Misteravich, to approve the City Manager’s evaluation results. The
City Council has completed the City Manager’s evaluation with input from all Councilors. The
City Manager evaluation placed the manager between effective to very effective, and the City
Manager’s and TIFA Director’s compensation should be adjusted in accordance with the raises
provided to the other full-time non-affiliated personnel this year.
Rix expressed his pleasure with Moore’s performance over the years along with the work he has
accomplished.
All council members were all in agreement of their satisfaction with Moore.
Moore thanked Council and attributed the stability to the team efforts from every level including
City Council.

Motion by Misteravich seconded by Greene, to adjourn the Regular Council Meeting at 7:25
p.m.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
