All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Presentation and Approval of the Fiscal Year 2021-22 City Audit Council is scheduled to receive a presentation from city auditors, Plante Moran, on the FY 2021- 2022 audit. The auditors are able to give an unmodified opinion, which is the best opinion that can be provided. The auditor’s presentation to City Council will express that the City is maintaining a solid financial position. Moved by Greene, seconded by Allen, to receive and file the City of Richmond June 30, 2022 Financial Report with Supplemental Information from Plante Moran. Discussion on motion: Auditors Szymanski and Tuazon from Plante Moran gave a thorough presentation of the Audit Financial Summary. The results were a clean audit with good financial results as should be expected. Rix complimented the City Treasurer, staff and council for their diligence in keeping the City of Richmond in a strong financial position. Page 2 of 5  Approved 11/21/22 2. Consideration of Approving the Special Event Request / A Broadway Connection Inc. / Use of Trailhead Park. Council is considering a special event request from Broadway Connection Debut for a Saint Patrick’s Day 5K run/walk held on Saturday, March 11, 2023 in the Trailhead Park and Macomb Orchard Trail. Joeslyn Manska is the main event coordinator. This is a reoccurring event. Runners will be advised that the trail will be open and to be courteous. Motion by Allen, seconded by Greene, to approve the special event application from Broadway Connection Debut for a St. Patrick’s Day 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 12:00 p.m. on Saturday, March 11, 2023. All yeas Motion passes 3. Consideration of Special Event Request – First Annual Chamber of Commerce Festival of Trees City Council is to consider a Special Event Request for the First Annual Chamber of Commerce Festival of Trees, to be held on Friday December 2, 2022, from 7:00 p.m. until 9:00 p.m. and Saturday, December 3, 2022, from 3:00 p.m. to 5:00 p.m. and 6:30 p.m. until 9:30 p.m. (they will pause during the Santa Parade and Tree Lighting Ceremony). This event will take place at the Roosevelt Civic Auditorium. Motion by LaFore, seconded by Misteravich, to approve the First Annual Chamber of Commerce Festival of Trees on Friday, December 2, 2022, from 7:00 p.m. until 9:00 p.m. and on Saturday, December 3, 2022, from 3:00 p.m. until 5:00 p.m. and again from 6:30 p.m. until 9:30 p.m. (with a pause during the Santa Parade and Tree Lighting Ceremony). Discussion on motion: Susan Eisenhart, Chamber of Commerce Director, addressed council with the details of the special event, Festival of Trees and the potential of raising funds for the Chamber as well as providing a nice family event similar to what other communities offer. All councilors felt this type of event is a great idea that would bring the community together but expressed serious concern with the current state of the Aud and the possibility of the renovations not being completed by the event date. Council suggested approaching other venues to hold this event this year but would welcome this type of event in the future. (0) Yeas (7) Nays Motion denied Page 3 of 5  Approved 11/21/22 4. Authorization of purchase of radar signs Motion by Greene, seconded by Allen, to waive the Purchasing Ordinance requirements under Section 64-53(d) and authorize the City Manager to sign the quote from Radasign for four (4) TC-400 Battery Powered Radar Signs, brackets and batteries in the amount of $15,580.00. A roll call vote was taken: All yeas (Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn) Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore thanked the staff from all departments in their participation in the “No Tricks, Only Treats” event. He also extended well wishes to the City Clerk and her staff in the upcoming election on Tuesday, November 8th. Furthermore, Moore noted that letters will be sent out to the Christmas decorating committee for an anticipated date of the Sunday after Thanksgiving for decorations to be hung. Saturday, November 19th will be the bulb check day. Lastly, the City has installed a payment Drop Box in the roundabout at City Hall to make it more convenient for residents. This was paid for with COVID-grant funds. COUNCIL COMMENTS Misteravich complimented Administration and City Council on excellent budgeting. He encouraged citizens to come in and review the budget if they have concerns. Greene expressed her pleasure with the City being so fiscally responsible and praised the work of City Treasurer, Angel Hatfield and the City Manager, Jon Moore. Greene also extended compliments to City Clerk, Heather McCallister in her work over the last few months and the election.
