All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of approving the Community Santa Parade The event is scheduled for the first Saturday of December to allow the closing of M-19 during the parade. M-19 will be closed from Water Street to Monroe Street, to allow people to congregate in the street during the Tree Lighting. There is a Kris Kringle Market that will be held inside the Banquet Hall approximately 2:00 pm to 7:00 pm. RAHGS also has their village open from 4:00 pm – 8:00 pm. The City will contact RLEMS to again provide a “trolley” service through town that night utilizing the RLEMS/SMART Buses. Once again, the City will be allowing lighted Golf Carts to participate in parade. Page 2 of 6  APPROVED 12/5/22 Moved by Greene, seconded by Allen, to approve the new Santa Parade Route along Main Street from Forest to Park Street, on Saturday, December 3, 2022 at 5:30 pm, with the Community Tree Lighting to be held at the Pocket Park on Main Street and authorize the City Clerk to apply to MDOT for the road closure and across the road banner. Discussion on motion: Rix spoke on behalf of the parade committee that they would like to see more involvement from residents. If interested fill out an application located on the City’s website https://www.cityofrichmond.net or contact richmondparade@comcast.net for more information. All yeas Motion passes Moved by Greene, seconded by Allen, to approve the Special Event application for Mobile Food Vendors from Melissa Majchrzak for three food vendors (two food and one coffee) to be set up in the Municipal Parking Lot from 4:00 to 9:00 pm on Saturday, December 3, 2022. Discussion on motion: Rix affirmed that this is a very successful event that brings in a lot of people and local restaurants are filled to capacity and feels this is the exact justification for bringing in food vendors. Consideration of Across the Road Banner Request/Richmond Little League Motion by Reindel, seconded by Warn to approve the across the road banner requests from RLL for two banners for their registration event, from January 2, 2023 through January 16, 2023. Consideration of WWTP Oxidation Ditch Cleaning – Sludge Removal The South oxidation ditch is currently out of service due to recently completed maintenance. The ditch was completely dewatered to facilitate the repairs. A significant amount of sludge buildup was observed in the bottom of the ditch. Some sludge buildup is anticipated, requiring periodic removal. EZ Operations is recommending the sludge be removed from the ditch before it is returned to service. Sludge removal was last completed in the North ditch over 10 years ago. The work requires an excavator large enough to lower the City’s skid-steer into the bottom of the ditch and with a long enough reach to remove the accumulated sludge from the bottom. Motion by LaFore, seconded by Misteravich, to waive purchasing ordinance requirements due to Section 64-53(c) and to authorize the expense of $6,250.00 to Teltow Contracting for Oxidation Ditch Sludge Removal with funds charged to 590-527-818.000, Contractual Services; WWTP. A roll call vote was taken: All yeas (Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn) Motion passes 4. Consideration of Adoption of Roadway Asset Management Plan The roadway asset management plan provides historical data related to the maintenance of the City’s street infrastructure. An updated plan was adopted in 2019 in which this plan is very similar. One benefit of an MDOT approved plan is the ability to transfer Act 51 funds between local and major street accounts as the City deems appropriate Motion by Greene, seconded by LaFore, to adopt the City of Richmond Roadway Asset Management Plan as presented and to authorize the plan to be submitted to MDOT for approval. All yeas Motion passes Page 4 of 6  APPROVED 12/5/22 MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore extended congratulations to Steve Gray for his excellent service and also indicated his scheduled absence on November 23rd but will be in attendance for the November 27th Christmas Decorating. COUNCIL COMMENTS LaFore – Happy Thanksgiving Reindel – Congratulations to Steve Gray Greene – Thank you to the Christmas Committee Rix- Thank you to Greene for speaking at the school on Veteran’s Day and also extended congratulations to Steve Gray for his hard work. Rix – Reminder of upcoming events: Now- 12/12 Mitten Tree collection at the library. Donations of new gloves, mittens, scarves & hats are being accepted for those in need. 12/3 Annual Tree Lighting and Santa Parade beginning at 5:30pm 12/8 Cookie Drop off at the Library. Call 727-2665 for more information 12/9 Friends of the Library Cookie Sale 12/10 Puzzle Competition at the Library. $5 registration fee; starts at 10:15am.
