APPROVED 12/19/2022 REGULAR MEETING MINUTES December 5, 2022 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:02 P.M. ON MONDAY, DECEMBER 5TH, 2022 BY MAYOR RIX. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Hot Water Heater Proposal/The Aud The existing tank style water heater at Roosevelt Auditorium needs replacement. Hot water is only needed for the bathrooms which are located at the opposite corner of the building. Administration recommends replacing the current unit with a tankless water heater and to waive the purchase ordinance requirement. Motion by Reindel, supported by Greene, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize the expense of $8,000.00 to St. John’s Plumbing for the installation of a tankless water heater with expenses charged to the appropriate line items in Parks & Recreation fund. Page 2 of 4  APPROVED 12/19/2022 Discussion on motion: Goetzinger indicated that the current unit is nearly 80 years old and is close to its service life and highly recommends a “gas on-demand” tankless unit that will provide hot water instantly. Although this is a more expensive option it is the more cost effective option in the long-term approach. Greene suggested installing a pre-treatment filter to extend the life due to hard water Rix questioned if the current piping should be disconnected (dependent on the future of the basement usage) A roll call vote was taken: All yeas (Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn) Motion passes 2. Consideration of establishing a quarterly roundtable meeting date Motion by Rix, seconded by Misteravich, to schedule the special quarterly roundtable meeting of the City Council February 6th, 2023, at City Hall beginning at 5:30pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore extended his appreciation to RAGODF, Recreation Dept., PD, RVFD, DPW, Cable and volunteers for all their work in making the Home for the Holidays event such a success. Also thanks to Sue Kiel for decorating the City Hall Christmas tree, Council Christmas tree and the Christmas wreath.
