APPROVED 04/17/2023 REGULAR MEETING MINUTES April 3, 2023 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, APRIL 3, 2023 BY MAYOR RIX. ROLL CALL Present: LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: Allen Others: City Manager Moore, City Clerk McCallister, Visitors: State Representative Jaime Greene, Diana Williams Motion by Warn, seconded by Schultz, to excuse Councilor Allen from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the March 20, 2023 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION State Representative Jaime Greene stopped by to update City Council on some of the items she has been working on during her first ninety (90) days in Lansing. A school safety package which would coordinate building codes, law enforcement with schools and the expansion of OK2Say will be forthcoming. No other comments were received. ADOPTION OF AGENDA Motion by Warn, seconded by Reindel, to adopt the agenda as presented: All yeas Motion passes CCM: 04/03/2023 Page 1 of 4  APPROVED 04/17/2023 CONSENT AGENDA a) Approval of Schedule of Bills dated April 3, 2023, in the amount of $100,520.11 Motion by LaFore, seconded by Misteravich, to adopt the consent agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Request to Keep Chickens /67823 Gleason Street /Diana Williams City Manager Moore provided the background information of the request for two (2) hen chickens at 67823 Gleason Street. Notices were mailed to the surrounding properties informing them of the request and allowed for their comments. No feedback was received. Motion by Reindel, seconded by Warn, to approve the petition from Diana Williams to keep up to two (2) Chicken Hens on property located at 67823 Gleason Street, subject to the following conditions: 1. The chickens allowed will be female Chicken Hens. No roosters shall be allowed. 2. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens Discussion on motion: Resident Diana Williams (67823 Gleason Street) indicated that she has been a resident of five (5) years and would like to educate her two (2) children on how food is produced. Williams noted that she plans to keep the area clean. LaFore mentioned that prior approval of female chicken hens are generally for residents that live on the outskirts of the city but because of the petitioner’s location (backyard is adjacent to railroad tracks) he feels it is suitable for allowance. Misteravich questioned the quantity of chicken hens being requested as most petitioners ask for up to six (6). Williams confirmed her request of only two (2) female chicken hens at this time. Consideration of the Introduction and First Reading of Ordinance No. 156-33/ Package Liquor Standards Motion by LaFore, seconded by Misteravich, to introduce and give first reading of Ordinance 156-33 which amends sections 4.02 (Table of Permitted Uses by District) and 25.02 (Definitions), and removes Section 6.510 (Package Liquor Store) from the Zoning Ordinance. All yeas Motion passes 3. Consideration of Approving Resolution No. 2023-1/Special Event Request/ Memorial Day Parade Motion by Reindel, seconded by Schultz, to adopt Resolution No. 2023-1, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 29, 2023, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial Day Parade. All yeas Motion passes Motion by Schultz, seconded by Warn, to authorize the purchase of three (3) wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans Memorial. All yeas Motion passes 4. Consideration of Approving the Purchase of a new Copier/Printer/Scanner - Konica Minolta Motion by Schultz, supported by Warn, to authorize the expense of $6,100.44 for the purchase of a Konica Minolta bizhub C450i Copier/Printer/Scanner with expenses charged to the appropriate line items for Equipment Acquisition. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore congratulated the Recreation Department for a successful Easter Egg Hunt this past Saturday and thanked the Festival for sending Little Miss Richmond, her court and Miss Richmond Court member to the event. Budget packets will go out a week from this Wednesday. Moore will be on vacation this Thursday, April 6th, 2023. CCM: 04/03/2023 Page 3 of 4  APPROVED 04/17/2023 COUNCIL COMMENTS LaFore extended well wishes to Bill Ruff Rix - Upcoming Calendar events: 4/5 Recreation Board Meeting at 7pm 4/7-4/9 City Hall, Library and Community Center Closed for Easter Holiday 4/10 Library Board Meeting at 5:30pm 4/13 Planning Commission Meeting has been cancelled 4/17 City Council Meeting at 7pm Upcoming Special Events: 4/19 Library Early Bird Book Sale from 5pm-7pm 4/20-4/21 Library Book Sale 9am-5pm 4/22 Library Book Sale (Bag Day- $3 per bag) from 10am-2pm 6/2 Red Cross Lifeguard Training from 4pm-8pm for ages 15 and older (This training is a pre-requisite for a lifeguard position) The Parks and Recreation is looking for a Maintenance worker from May thru Sept. Collective Bargaining Agreement Motion by Reindel, seconded by Warn, to approve the Tentative Agreement dated March 14, 2023 with the Michigan Fraternal Order of Police – City of Richmond Patrol.
