APPROVED 05/15/2023 SPECIAL BUDGET WORKSHOP MINUTES MAY 1, 2023 THE SPECIAL BUDGET WORKSHOP OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:32 P.M., ON MONDAY, MAY 1, 2023, BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Reindel, Rix, Schultz, Warn Absent: LaFore, (Warn, late arrival) Others: City Manager Moore, City Clerk McCallister, City Treasurer Hatfield Visitors: City Assessor Cargo, City Building Inspector Hayduk, City Planner Jeschke, Library Director Kammer, Recreation Director VanHove Motion by Schultz, seconded by Allen, to excuse Councilor LaFore from tonight’s meeting due to medical reasons. AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA Motion by Schultz, seconded by Allen, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION Review of the proposed FY2023-24 Budget began with: 101-209 Assessor – The City Assessor Cargo noted there are currently no outstanding MTT’s after the most recent settlement. Although the deadline isn’t for another month or so, none are anticipated. Training was recently attended where active shooter safety CCBudgetWorkshop : 05/01/2023 Page 1 of 4  APPROVED 05/15/2023 was presented. Cargo intends to purchase embroidered shirts for identification purposes when going out to locations. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-247 Board of Review – COUNCIL WAS IN GENERAL AGREEMENT WITH THE REVENUES AS PRESENTED. 101-372 Building Department – Small adjustments were made to the Fee Schedule to keep up with inflation costs. A new mechanical inspector was hired. He holds both a mechanical and plumbing license. He will also handle plumbing. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-400 Planning Commission - Some of the planning and zoning permit fees were slightly increased. A new plotter is shown in the Capital Plan. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 274-Housing and Urban Development Fund - Plans to put together a project pertaining to intersection improvements and/or handicap accessibility at the AUD. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-528 Refuse Collection and Disposal – The City is in its final year of the 3yr extension of their contract. Earlier planning in acquiring proposals would be ideal. Consideration will be given to incorporating yard waste removal with the possible purchase of a leaf collector. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-965 General Fund Transfers Out - COUNCIL WAS IN GENERAL AGREEMENT WITH THE REVENUES AS PRESENTED. 101-790 Lois Wagner Memorial Library – A joint meeting between City Council and the Library Board will be scheduled to develop a plan for the large donation of money made to the library. This is the final year for Richmond Township’s library millage. It may be placed on their November, 2023 ballot. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 508 – Recreation Department – Three (3) SPARK grants were recently submitted. Although all three (3) were initially denied, an evaluation with weighted scoring was provided so adjustments can be made during the next phase of submissions. If the CCBudgetWorkshop : 05/01/2023 Page 2 of 4  APPROVED 05/15/2023 grants are unsuccessful, the City Council could revisit the projects and determine if the City would move a project forward. The AUD budget includes funding for a programmer, a folding security gate and crash bar upgrades to other doors. A request to correct a typographical error for line item 806.100 Programming- Contractual Difference should reflect $2,600 not $9,000. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 251 – Tax Increment Finance Authority – The TIFA discussed Capital Improvements they would like to see in the next couple of years during their last meeting (fire department parking lot, seasonal banner replacements, pergola maintenance, and bench improvements). The overall consensus of Council is to temporarily eliminate the TIFA capture with the understanding it can be reinstated at a later time. Council suggested to re-evaluate the Façade program funding for local businesses was made. Thoughts of the $6K cap over a three (3) year time-frame may not be adequate for businesses to complete the rear façade improvement plan. Creative funding options and/or exemptions will be added as an item of discussion at upcoming TIFA and EDC meetings. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-172 City Manager – The purchase/replacement of bookshelf has been added to this year’s budget. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-462 Capital Improvements – The installation of drainage along the north side of Beebe Street Park was added to the 6-Year Capital Improvement Plan. COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. 101-890 Contingency – COUNCIL WAS IN GENERAL AGREEMENT WITH THE BUDGET AS PRESENTED. CITY MANAGER COMMENTS Plans to add a water billing landing page onto the website to incorporate the Readiness to serve charge, usage charge and the water payment information in one location is CCBudgetWorkshop : 05/01/2023 Page 3 of 4  APPROVED 05/15/2023 forthcoming. Some of the most recent additions to the website have included the community newsletter and a PDF copy of the City Calendar. COUNCIL COMMENTS Council mentioned some of the speed limit signs are not working. Moore indicated the Police are currently tweaking the battery replacement cycle as they are dependent on the amount of traffic. Also the lights on Main St. are no longer working. DTW will be contacted once again. Inquiry in the status of the donation of 69089 Main Street was made. Moore explained this transaction is still in the works. No further comments were received.
