Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of purchase – Police Vehicle Motion by Reindel, seconded by Warn, to authorize the purchase of a 2024 Ford Police Explorer Interceptor SUV in the amount of $49,286.00 with necessary added options from Lunghamer Ford of Owosso with expense charged to the appropriate line-item Police Department Equipment Acquisition. Consideration of purchase – Ammunition Motion by Allen, seconded by Schultz, to authorize the purchase of ammunition in the amount of $6,076.80 from Vance’s Law Enforcement with the expense charged to the appropriate line- item Police Department, Operating Supplies. Discussion on motion: Chief Costello: The purchase of additional ammunition will allow the officers more training and will become more comfortable and confident with the new weapons. Consideration of Approving Richmond Area Good Old Days Festival Resolutions Motion by LaFore, seconded by Misteravich, to adopt Resolution No. 2023-5, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19, to conduct the Grand Parade and Children’s Parade in conjunction with the 59th annual Good Old Days Festival. All yeas Motion passes Motion by Allen, seconded by Warn, to adopt Resolution No. 2023-6, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19 to conduct the Outhouse Race on Friday, September 8th, 2023, in conjunction with the 59th annual Good Old Days Festival. All yeas Motion passes Motion by Reindel, seconded by Warn, to adopt Resolution No. 2023-7, which approves the request to conduct the Fireworks Display on Saturday, September 9th, 2023, in conjunction with the 59th annual Good Old Days Festival. All yeas Motion passes Motion by Schultz, seconded by Allen, to adopt Resolution No. 2023-8, which approves the request from the Good Old Days Festival Committee to hang the banners, close certain streets and the City parking lots in conjunction with the 59th annual Good Old Days Festival. CCM: 07/17/2023 Page 3 of 5 APPROVED 08/07/2023 Discussion on motion: The only change to this Resolution from prior years is the addition of “Exclusive use of the Aud and grounds”. This year there will be a drumline performance after the Children’s Parade on Saturday, September 9th, from approximately 2pm-5pm. This event will be held outside of the Aud and is open to the public. Not only will it be fun, but also a teaching event for drummers. The Good Old Days Committee are looking for local businesses and organizations interested in being a part of the invitation-only parade. Consideration of Approving a Special Event Request – Mobile Food Vendor – Richmond Little League [Added at Meeting] Motion by LaFore, seconded by Misteravich, to approve a Special Event Request for the Mobile Food Vendors from Richmond Little League to have one (1) food truck, possibly two (2) for their Blue Devil State Tournament, from Thursday, July 20th through Thursday, July 27th, 2023. Discussion on motion: Jennifer Tuttle of Kona Ice of Utica, gave a brief overview of her company. It was further noted that in the event the second (2nd) mobile food vendor’s application is filed with the City in the next day or two (2), it will be handled internally. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Delivery of Squad 2 is tentatively scheduled for this Thursday or Friday. The Romeo Chamber will be rebranding itself to The Northern Macomb Regional Chamber of Commerce including a new logo. They will have a Board of Director’s Meeting later this week as well as a seminar for local business, both at Richmond City Hall. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
