APPROVED 07/17/2023 REGULAR MEETING MINUTES July 6, 2023 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON THURSDAY, JULY 6, 2023, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister, City Planner Jeschke, Police Chief Costello Visitors: Ella Hill, Tammy Misko, Laura Ottenbacher, Meeghan Schultz APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the June 19, 2023, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Ella Hill, Miss Richmond, and her Court member, Meeghan Schultz, shared many of the community activities in which they have been involved. They additionally have future plans to participate in events in Yale, Memphis, Marine City and Mount Clemens and will continue to represent Richmond through March of next year. Mayor Rix, on behalf of the City and Festival, extended his appreciation for their time and their involvement. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to amend the agenda to include Item for Consideration #5 Special Event Request – Richmond Moose Lodge All yeas Motion passes CCM: 07/06/2023 Page 1 of 5  APPROVED 07/17/2023 CONSENT AGENDA a) Schedule of bills dated July 6, 2023 in the amount of $1,218,822.62. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of request to close M-19 to Conduct the Annual Homecoming Parade/Richmond High Motion by Reindel, seconded by Allen, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, September 29, 2023, to conduct the annual Homecoming parade. All yeas Motion passes 2. Consideration of Approving RVFD Squad 2 Motion by LaFore, seconded by Schultz, to approve the purchase of a 2023 Chevrolet Tahoe with the extended warranty from Todd Wenzel Chevrolet in the amount of $42,629.22. Discussion on Motion: Councilor Reindel noted that the second squad will enhance the efforts on medical calls and will reduce the number of times the fire department will have to utilize the large trucks. Consideration of Adopting BZA and Planning Commission Bylaws Motion by Reindel, seconded by Misteravich, to approve the revised Planning Commission and Board of Zoning Appeals By-Laws and Rules of Procedure dated July 2023. CCM: 07/06/2023 Page 2 of 5  APPROVED 07/17/2023 Discussion on Motion: City Planner Jeschke mentioned some of the changes that were made to the By-Laws. Councilors extended their appreciation to the Planner, the Commissioners and the BZA for their hard work and for keeping the By-Laws up to date. All yeas Motion passes 4. Consideration of Board Appointments Motion by Allen, seconded by Warn, to reappoint Linda Maksymiuk, to the Library Board for a 2-year term with an expiration date of June 30, 2025. All yeas Motion passes Motion by Schultz, seconded by Warn, to confirm the Mayor’s reappointment of Theresa Maniaci, to the Planning Commission for a 3-year term with an expiration date of June 30, 2026. All yeas Motion passes 5. Consideration of Special Event Request – Richmond Moose Lodge 2575 Motion by Allen, seconded by Warn, to approve the special event request from Richmond Moose Lodge to conduct a charity fundraiser barbeque; including the placement of a tent partially into the Lane Street right of way Friday, July 7th until Sunday, July 9th. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER None CCM: 07/06/2023 Page 3 of 5  APPROVED 07/17/2023 COUNCIL COMMENTS Congratulations to Councilor LaFore on his new granddaughter Reindel – The fire department acquired their new Rosenbauer Fire Engine and are currently installing the equipment. They are hopeful it will be in service by the end of the month. Mayor Rix announced upcoming events: 7/20-7/27 Richmond Little League State Tournament 7/25 Babysitter safety course (9am-3:30pm) Call 727-3064 for information 8/6 RPOA Pig Roast and Golf Cart Raffle -$10 a ticket (Drawing at 2:30 pm) Other News: 7/11 Cable Commission Meeting at 6:30pm 7/11 Recreation Board Meeting at 7pm 7/13 Planning Commission at 7pm 7/17 Quarterly Workshop at 5:30pm 7/17 City Council Meeting at 7pm Mayor Rix mentioned all the great improvements that are happening in the City. - Parking Lot Project - Stone Street Project - New Rosenbauer Engine - New emergency response vehicle - New DPW Barn - Additional programmer for the Aud - New businesses coming to Richmond It is an exciting time for Richmond and is a testament to all the hard work and the City still has a healthy fund balance. CLOSED SESSION 1. Bargaining and Negotiations – POLC Communications Motion by Allen, seconded by Schultz, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration.
