Consideration of Adoption of Resolution 2023-4 Approval of FY2023-24 Budget Motion by Reindel, seconded by Warn, to adopt Resolution No. 2023-4 which adopts the City of Richmond FY2023-2024 Budget, appropriates the necessary sums for each fund of the city, adopts the 2023-2029 Capital Outlay Program, directs the levy of taxes and fees for municipal purposes, and directs the preparation of the tax roll and collection of taxes. Consideration of Adoption of the FY2023-24 Fee Schedule Motion by LaFore, seconded by Schultz, to approve the City of Richmond FY2023-2024 Fee Schedule as presented by the City Manager. Consideration of Special Event Request/Circle Lane Neighbors Motion by LaFore, seconded by Misteravich, to approve the request from Susan Foster to conduct the Circle Lane neighborhood block party on Circle Lane on Saturday, August 26, 2023 (with an inclement weather date of Sunday, August 27th) from 12:00 p.m. to 4:00 p.m. and to allow the closure of Circle Lane from 69874 Circle Lane to the west entrance from Ridge Street. Consideration of Special Event Date Change Request/Commercial House Motion by Reindel, seconded by Warn, to approve a Special Event Request from Commercial House to host a classic car show on Saturday, August 5, 2023, from 11:00 a.m. until 8:00 p.m., with the event running 1:00 pm to 4:00 pm utilizing the City’s and Commercial House’s portions of the Forest Street Parking Lot and Monroe Street from Forest up to the bank drive thru. Consideration of Approving the Liability Insurance Proposal from the MML Moved by Schultz, seconded by Warn, to approve the Liability Insurance proposal from the Michigan Municipal League in the amount of $97,953. All yeas Motion passes 7. Consideration of Board Appointments Motion by Reindel, seconded by Warn, to reappoint Gail O’Neill, to the Library Board for a 2- year term with an expiration date of June 30, 2025. All yeas Motion passes Motion by LaFore, seconded by Warn, to confirm the Mayor’s reappointment of Richard Weinert, to the Planning Commission for a 3-year term with an expiration date of June 30, 2026. All yeas Motion passes Motion by Schultz, seconded by Misteravich, to confirm the Mayor’s reappointment of Rob Reindel, to the Tax Increment Finance Authority for a 4-year term with an expiration date June 30, 2027. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER  The water main was replaced at Main Street/Division; tentatively the concrete will be installed on Wednesday and asphalt patch on Friday dependent on the weather.  Stone Street –The pavement will start to be removed from the first block this week.  Parking Lot Project – Paving will begin this week  Moore’s three (3) year term with the Macomb County Regional Transit Authority will be CCM: 06/19/2023 Page 4 of 6  APPROVED 07/06/2023 expiring August 1, 2023. He has submitted a request for a renewal. POLC Communications and Command Contract Motion by Reindel, seconded by Warn, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration. POLC Command Contract Motion by Reindel, seconded by Warn, to approve the Tentative Agreement dated June 15th, 2023 with the Police Officers Labor Council – City of Richmond Command. All yeas Motion passes Motion by Lafore, seconded by Misteravich, to approve the amendments to the existing Defined Benefit Plan Adoption Agreement with an effective date of 7/1/2023 and remove the 12 month probationary period and authorize the City Manager to sign the amended agreement.
