Discussion on Potential Library Improvements/Funding The Public Library is the recipient of part of an estate in which approximately $500,000 has been bequest to the Richmond’s Lois Wagner Memorial Library. To date, $73,000 has been received with the anticipation of the entirety of the bequest to be distributed by the end of 2024. There was a discussion among Council, and the Library Board in how the funds will be utilized. It was noted that there were previous discussions on renovating the current floor plan but there now may be an opportunity to expand the library with the addition of these funds. Options: 1. A complete renovation of the library’s existing space. Library Design Associated (LDA) provided a space needs study back in January, 2020. A revised scope of work was provided once again in July of 2021. This $268,000 renovation was for was the existing floor plan and did not include any updates to the restrooms. 2a. Design and undertake an addition to the library The parcel property where the library is located was provided by the Richmond School District and was strictly dedicated for library use. Although the parcel was accepted and approved by the City Council many years ago, it was never recorded by the County. In the event the property is not used for library purposes it must be returned back to the schools. The current depth of the property reflects 233ft versus the expansion of said property to 318ft. After receiving input from the library staff, and the Library Board, Kammer feels that an expansion on the west side of the building would be the most beneficial but both a renovation and an expansion would be ideal. 2b. Dedicate funds to be used for an addition. Library Director, Julianne Kammer, explained that Richmond Township’s library millage runs out this year. She is hopeful it will once again be placed on their November, 2023 ballot for renewal. Potentially, this may be the only item on their ballot. The option to strictly dedicate the Township’s millage toward the addition is a possible option for this project. LaFore inquired of the possibility of expanding the center and/or the front of the building based off the current roofline. The presence of the HVAC system and the parking lot would create many issues with expanding the east side of the building. Reindel noted the likelihood of a financial shortage for an addition even with the donated funds. There was some discussion of the possibility of placing a library millage on the City’s November, 2023 ballot. No further comments were received. There was Council consensus to direct administration to develop a request for proposals (RFP) for architectural services for a library expansion. The hope is to bring back the RFP for Council’s consideration along with a list of potential firms to send the RFP to at the next Council meeting in June. There was no further discussion.
