ROLL CALL Present: Allen, LaFore, Misteravich Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Eleanor Schmidt & Kaaren Schoof (Richmond Community Theatre) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the August 21, 2023, regular meeting as presented. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration Richmond Community Theatre/Aud Request Motion by Allen, supported by Schultz, to approve the Richmond Community Theatre’s request to use the Roosevelt Civic Auditorium for “The White Christmas” production on Friday, November 24, 2023 and Saturday, November 25, 2023. Also, the use of the building for rehearsals beginning in September, October and November. Discussion on Motion: There was some discussion about how the schedule for rehearsals needed to be coordinated with other events taking place in the Aud during those dates. Councilors inquired about the usage of background sets and a sound system. Representatives assured Councilors that they would not be utilizing any part of the gym floor, and confirmed they would not damage any portion of the stage flooring. All yeas Motion passes 2. Consideration of Special Event Request/Historic Cemetery Walk/Richmond Area Historical and Genealogical Society Motion by Reindel, seconded by Allen, to approve the request from RAHGS to conduct a Cemetery Walk in the City of Richmond Cemetery on Saturday, September 30, 2023 from 11:00 a.m. to 4:00 p.m. and the use of the Chapel for registration; and direct the City Clerk to apply to CCM: 09/05/2023 Page 2 of 4  APPROVED 09/18/2023 MDOT for the placement of an across the road banner from Monday, September 11, 2023 through Sunday, October 1, 2023. All yeas Motion passes 3. Consideration of Adopting Resolution 2023-12/Designation of Early Voting Polling Site Motion by LaFore, seconded by Misteravich, to adopt Resolution No. 2023-13 which designates the Richmond City Hall-Community Room, located at 36725 Division Rd., Richmond, MI, 48062, as the constitutionally required early, In-Person polling site. All yeas Motion passes 4. Consideration of purchase of Voting Equipment/DS200 Scanner/Tabulator Motion by Allen, seconded by Schultz, to waive purchasing ordinance requirements due to Section 64-53(a) and to authorize the expense of $5,979.00 for the purchase of one (1) DS200 Precinct Tabulator from ES&S with funds charged to 101-191-977.000, Elections-Equipment Acquisition. A roll call vote was taken: All yeas (LaFore, Misteravich, Reindel, Rix, Schultz, Warn, Allen) Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Good luck to the Good Old Days Festival COUNCIL COMMENTS Mayor Rix extended his gratitude to staff, employees, sponsors, workers and the volunteers that work hard to make the Good Old Days Festival such a successful event.
