Administration has been made aware of the complaint and has sought legal guidance on how to proceed if at all, in this matter. Presentation of the Fiscal Year 2022-23 City Audit The City Auditors presented the FY 2022-23 audit with an unmodified opinion, which is the best opinion that can be provided. They indicated the City is maintaining a solid financial position with no major exceptions which is a tremendous accomplishment. Motion by Allen, seconded by Schultz, to receive and file the City of Richmond June 30, 2023 Financial Report with Supplemental Information from Plante Moran. Discussion on motion: Appreciation was extended to City Manager Moore and City Treasurer Hatfield for their work. All yeas Motion passes 2. Consideration of Approving the Community Santa Parade and the Community Tree Lighting Event Motion by LaFore, seconded by Misteravich, to approve the Santa Parade Route along Main Street from Forest to Park Street, on Saturday, December 2, 2023 at 5:30 pm, with the Community Tree Lighting to be held at the Pocket Park on Main Street and authorize the City Clerk to apply to MDOT for the road closure and across the road banner. All yeas Motion passes CCM: 11/06/2023 Page 2 of 4  APPROVED 11/20/2023 Motion by Reindel, seconded by Warn, to approve the Special Event application for Mobile Food Vendors from Melissa Majchrzak for three food vendors (two food and one coffee) to be set up in the Municipal Parking Lot from 4:00 pm to 9:00 pm on Saturday, December 2, 2023. Discussion on motion: Melissa Majchrzak confirmed the following vendors for this event: Slaw Dogs, Hummingbird Kettle Corn and Local Hot CoCo. All yeas Motion passes Motion by Schultz, seconded by Warn, to approve the Special Event application from Theresa Maniaci to utilize a portion of the municipal parking lot for up to seven (7) vendors and two sheds to be set up in the Municipal Parking Lot from 2:00 pm to 9:00 pm on Saturday, December 2, 2023. Discussion on motion: Administration noted the sheds will be put up on Thursday and taken down on Monday. All yeas Motion passes 3. Consideration of Special Event Request/Mobile Food Vendor/Richmond Flower Shop Motion by Schultz, seconded by Warn to approve the Special Event Request for a Mobile Food Vendor (Eat Em Up Donuts), from the Richmond Flower Shop, at 69001 Main Street, on Sunday, December 10, 2023, from 12:00 pm – 3:00 pm, in association with Maniaci’s Reindeer Day Event. All yeas Motion passes 4. Consideration of Across the Road Banner/Richmond Little League Motion by Reindel, seconded by Warn, to approve the across the road banner requests from RLL for two banners for their registration event, from Tuesday, November 7, 2023 through Tuesday, November 21, 2023. All yeas Motion passes 5. Consideration of Adopting Resolution 2023-14: A Resolution Electing to comply with the Provisions of Public Act 152 of 2011 Motion by Allen, seconded by Schultz, to approving Resolution 2023-14 electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding health care plan year. Consideration of Beebe Park Improvements/Drainage Motion by LaFore, seconded by Misteravich, to approve the proposed drainage project on the north side of Beebe Street Park with an estimated amount of $32,392.87 and direct administration to move forward with this project the fall of 2023. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City offices, Library, and the Community Center will be closed Friday, November 10, 2023 in observance of Veterans Day. The Grinch will be visiting local businesses in town on Small Business Saturday, November 25, from 10am-12pm and will be available for pictures at the Richmond Flower Shop from 12pm – 3pm.
