Pastor Russ Eggli, who conducts the yearly National Day of Prayer at City Hall, announced the closure of Richmond Harvest Outreach Church. Consideration of Special Event Request/Broadway Connection Debut/5K Run Motion by Reindel, seconded by Warn, to approve the special event application from Broadway Connection Debut for a St. Patrick’s Day 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 12:00 p.m. on Saturday, March 9, 2024. All yeas Motion passes 2. Consideration of Special Event Request/Mobile Food Vendor/The Shabby Pig Boutique 2nd Anniversary Event Motion by LaFore, seconded by Allen, to approve the Special Event Request for a Mobile Food Vendor from The Shabby Pig Boutique to have a Mobile Food Vendor, Hobo Coffee Co., for their 2nd anniversary event on Saturday, November 4, 2023, from 9:00 a.m. until 4:00 p.m. and allow them to use one space in the Municipal Parking Lot for the Coffee Trailer. Consideration of Approving the Request to Sell Goodfellow Papers/Richmond Lions Club Motion by Reindel, seconded by Warn, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 1, and Saturday, December 2, 2023; with a start time of 8:00am on both Friday, December 1, and Saturday, December 2, 2023, further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 1, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 4. Consideration of Acceptance of Resignation from Board of Zoning Appeals Motion by Allen, supported by Schultz, to accept the resignation of Kevin Caperton from the Board of Zoning Appeals. Discussion on Motion: Caperton has been a good member on the Board of Zoning and the Councilors appreciate his time on the Board. All yeas Motion passes 5. Consideration of Board Appointments Motion by Schultz, seconded by Allen, to appoint Lori Misch, to the Cable TV Committee for a three (3)-year term with an expiration date of June 30, 2025. All yeas Motion passes Motion by Reindel, seconded by Warn, to appoint Jennifer Holley, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2025. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to confirm the Mayor’s appointment of John Gillies II to the Tax Increment Finance Authority (TIFA) for a 4-year term with an expiration date of June 30, 2027. All yeas Motion passes Motion by Allen, seconded by Schultz, to confirm the Mayor’s appointment of Kevin Caperton to the Planning Commission for a 3-year term with an expiration date of June 30, 2024. All yeas Motion passes CCM: 10/16/2023 Page 3 of 5  APPROVED 11/06/2023 Discussion on motion: Thank you to all the individuals for filling the vacancies on these Boards. There are currently two (2) open vacancies on the EDC (Economic Development Corporation), which meets once a month. They generally discuss items pertaining to the downtown, TIFA district, façade programs, and help plan events. There were no further comments. 6. Special Event Activity Request/Over the Road Banner Request/Richmond Wrestling Alumni Assoc. Motion by LaFore, seconded by Misteravich, approve the across the road banner request from Richmond Wrestling Alumni Assoc. (RWAA) for a banner to be placed over Main Street from Monday, October 30, 2023 through Tuesday, November 14, 2023. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Bales of straw and corn were delivered for the scarecrow contest. A reminder that City Manager Moore will be out of town Oct. 19 – Oct. 22. There have been major traffic concerns at Main/Division and Grove/Division where there have been close calls with the crossing guard and traffic. The police will continue to enforce the law in these areas. COUNCIL COMMENTS Misteravich attended the Northern Macomb Regional Chamber of Commerce Annual State of the Community event with City Manager Moore. Moore represented Richmond very well and is enthusiastic for the events Richmond will be involved in. This week, Councilor Misteravich will also be a delegate of the MML League and will be involved with several activities as a member of the Board of Directors. Schultz extended well wishes to Pastor Eggli on his new adventure. Rix- Thank you Pastor and Melissa Eggli, and good luck.
