APPROVED 12/04/2023 REGULAR MEETING MINUTES NOVEMBER 20, 2023 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 20, 2023, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister, Police Chief Costello Visitors: State Rep. Jaime Greene, Jerry and Suzy Caporuscio (36320 Beier), Elias Pace and Jelena Varga (35370 Churchill) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the November 13, 2023, Organizational meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION State Representative, Jaime Greene, provided a year end session update including the passage of the revenue trust fund as well as some of the issues she is currently working on. Chief Costello extended his appreciation to Council and Rep. Greene, whom is a former Richmond City Councilor, for their continued support over the last year. Elias Pace, an eighth grade student who rides his bike to school, expressed his concern with the recent traffic issues at Grove/32 Mile Rd. Administration assured Pace that a new light will be installed on the west side of the intersection. Additionally they will be upgrading the crosswalk signage to a pushbutton, light-up cross-walk. Law Enforcement will continue to monitor this area to improve the situation. Consideration of Lot Split Combination/Gerald & Suzanne Caporuscio Mr. and Mrs. Caporuscio’s garage is currently resting on the eastern property line. They wish to extend the property line to the east. The following action will split a small portion (.03 acres – Proposed Parcel A) from 68361 Beech St (Parcel #2) and combine it with their residence at 36320 Beier (Parcel #1). Mr. and Mrs. Caporuscio own both properties. The Board of Zoning Appeals approved the variance to allow a smaller rear yard setback for the industrial building. By approving the variance and potentially the lot split combination, it will bring the house and garage into conformance. Motion by LaFore, supported by Misteravich, to approve the three lot split/ combination actions requested from Mr. and Mrs. Caporuscio for Parcel 50-07-06-01-156-002, 50-07-06-01-156-005. The actions are listed below: ACTION #1: Split .03 acres (Proposed Parcel A) from 68361 Beech St (Parcel #2). ACTION #2: Combine the .03 acres (Proposed Parcel A) with 36320 Beier St (Parcel #1) in order to extend the property line away from the homeowner’s garage. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Next Tuesday is the last day of yard waste collection. COUNCIL COMMENTS Have a safe and Happy Thanksgiving! Mayor Rix announced the upcoming events: 11/1-12/11 Mitten Tree Collection at the Library 11/25 Christmas Decorations will be going up 11/27 Book Ornament Workshop at 6pm at the Library 11/29 Library Book Folding Workshop at 6pm 12/2 Kris Kringle Market, Trolley Rides, Historical Village with Mrs. Clause (3:30-5pm), the Annual Santa Parade (5:30pm), and the Tree Lighting Event (6pm). Santa will be available for photos behind Maniaci’s Hall. 12/8 Friends of the Library Christmas Cookie Sale 12pm-5pm Other News: CCM: 11/20/2023 Page 3 of 5  APPROVED 12/04/2023 11/21 TIFA Meeting at 7pm 11/22 Library closes at 5:00pm 11/23-11/25 City, Library, and Community Center closed for Thanksgiving 12/1 No overnight parking on streets begins 12/4 City Council Meeting at 7pm CLOSED SESSION Motion by Reindel, seconded by Schultz, to convene into closed session in accordance with Section 8 (a) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for the purpose of considering a periodic personnel evaluation of the City Manager as requested by the City Manager. A roll call vote was taken: All yeas (LaFore, Misteravich, Reindel, Rix, Schultz, Warn, Allen) Motion passes Council recessed at 7:24 pm to go into closed session. OTHER BUSINESS Motion by Allen, seconded by Schultz, to reconvene into open session at 7:40 pm. All yeas Motion passes Motion by Misteravich, seconded by LaFore, to approve the City Manager’s evaluation results. The City Council has completed the City Manager’s evaluation with input from all Councilors. The City Manager evaluation placed the manager between effective to very effective, and the City Manager’s and TIFA Director’s compensation should be adjusted in accordance with the raises provided to the other full-time non-affiliated personnel this year.
