All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution 2023-17/Poverty Guidelines Motion by Reindel, supported by Warn, to approve Resolution 2023-17, a resolution establishing the poverty guidelines in relation to applications for Real Property Poverty Exemptions for Calendar Year 2024 and the 2024 Poverty Exemption Policy, Guidelines and Application. All yeas Motion passes 2. Consideration of Cost Sharing Agreement/MCDOR/33 Mile Road In 2001, the City entered into a cost sharing agreement with Macomb County Road Commission to pave 33 Mile Road. In October, 2022, the City Manager and Public Service Director with Macomb County Department of Roads (MCDOR) and MDOT to discuss the potential to utilize MDOT’s Small Urban funding to pave 33 Mile Rd. Richmond Township informed the County they would not be participating thus the proposed cost share is 75% City and 25% County. The consensus of the Council is to drop the rules and have a discussion on the issue prior to a motion. Discussion: Councilors noted that after reviewing other sample Macomb County Department of Roads Cost Sharing Agreements with other agencies, it appears there isn’t a set calculation or policy for such Agreements. The decision to move forward with the project was based off prior conversations with a former MCDOR employee. CCM: 12/04/2023 Page 2 of 5  APPROVED 12/18/2023 Administration has met with MCDOR in an effort to negotiate the cost share agreement percentages but has been unsuccessful. The consensus postponed making any decision until further answers are achieved. Motion by Rix, seconded by Reindel, that administration meet with the Macomb County Elected official and the Macomb County Department of Roads for further explanation and/or negotiations pertaining to the paving of 33 Mile Road. Discussion on motion: Administration suggested a Richmond elected official be present at the meeting in an effort to move the negotiations further along as well. The local County Commissioner will be contacted as well to try and facilitate progress. Mayor Rix agreed to be present at such meeting. All yeas Motion passes 3. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Allen, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council on January 15, 2024, at City Hall beginning at 5:30pm. All yeas Motion passes 4. Consideration of Equipment Purchase/Mini-Excavator DPW Director Goetzinger explained that it has been difficult to find a backhoe that would meet their needs. The mini excavator would benefit both the DPW and the cemetery. The equipment needs were discussed during budget meetings and funds were approved in the FY23/24 budget. Motion by Reindel, seconded by Schultz, to authorize the expense of $111,447.57 for the purchase of a John Deere 50P mini excavator and 16’ Felling tilt deck trailer from AIS Equipment with funds charged to 404-442-977.000, Equipment Acquisition. Consideration of Equipment Repair/2003 Sterling Dump Truck CCM: 12/04/2023 Page 3 of 5  APPROVED 12/18/2023 Motion by Schultz, seconded by Allen, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize the expense of $16,500 for repairs to the City’s 2003 Sterling Dump Truck by Marysville Truck with funds charged to 101.442.778.000, General Fund; Equipment Maintenance. A roll call vote was taken: Six yeas (Misteravich, Reindel, Rix, Schultz, Warn, Allen) One absent (LaFore) Motion passes 6. Consideration of Equipment Purchase/Snow Pusher Box The proposed pusher box is custom made by AIS to fix the John Deere loader. DPW was not able to find other suppliers who made pusher boxes for the John Deere Hi-Viz quick attachment. Motion by LaFore, seconded by Schultz, to waive purchasing ordinance requirements due to Section 64-53(c) and to authorize the expense of $11,330.00 for the purchase of a 12’ snow pusher box with quick attachment from AIS Equipment with funds charged to 404-442-977.000, Equipment Acquisition. A roll call vote was taken: Six yeas (Reindel, Rix, Schultz, Warn, Allen, Misteravich) One absent (LaFore) Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER 2024 City Calendars are now available at City Hall, Community Center and the Library City Hall is currently having problems with the HVAC circulation pump. Repairs are anticipated to be under $5K, but if it is higher the proposal will be presented for Council’s consideration. COUNCIL COMMENTS Reindel - It was noted that there are many lights out toward the south end of Main Street; Administration indicated the outages were reported to DTE last week but will follow up. Rix – Congratulations to RPOA for their successful “Shop with a Cop” program Thank you to the Christmas Committee and to all the participants of the Santa Parade and Tree Lighting Event. It was a great event.
