May 20, 2024
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M. ON MONDAY, MAY 20, 2024 BY MAYOR RIX.
ROLL CALL
Present: Allen, LaFore, Reindel, Rix, Schultz, Warn
Absent: Misteravich
Others: City Manager Moore, City Clerk McCallister
Visitors: William Trombley (Saving Destiny Animal Rescue)
Motion by Warn seconded by Allen, to excuse Mayor Pro-Tem Misteravich from
tonight’s meeting due to being out of town.

Motion by Warn seconded by Schultz, to approve the minutes of the May 6, 2024
regular meeting as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Mobile Food Vendor/Saving
Destiny Animal Rescue/William Trombley
Administration provided an amended location map for the proposed Mobile Food
Vendor to City Councilors and to the applicant, William Trombley.
All were in agreement of the amended location.
Applicant William Trombley indicated he contacted a couple local businesses to provide
food for the event however, it was determined a food truck was the best option.
Furthermore, Trombley extended an invitation to the event to Councilors.
Motion by Allen, seconded by Schultz, to approve the Special Event Request for
Mobile Food Vendors from William Trombley/Saving Destiny Animal Rescue to have a
Mobile Food Vendor, Oscar & Wally’s, on site for the professional wrestling event to
benefit the Saving Destiny Animal Rescue on Saturday, June 15th from 6:00 pm until
10:30 pm, with the hours of operation for the food truck being 6:00pm until 9:30pm.

2. Consideration of Adopting Resolution 2024-08 for MDOT – Transportation
Economic Development Fund (TEDF) Grant Program Application
Motion by Reindel, seconded by Schultz, to adopt Resolution 2024-08 a resolution
approving the City’s application to MDOT’s - Transportation Economic Development
Fund Category B Program to request funding for the reconstruction of Oak & Priestap
Streets.

3. Consideration of Memorial Request – Gerschow Family
The Gerschow family is interested in donating a flag pole and flags in memory of his
sister Kim Gerschow.
Mayor Rix suggested any motion should include the wording “at the cost of the family”.
Motion by LaFore, seconded by Warn, to approve the Memorial Request from the
Gerschow Family for the placement of a Memorial Flagpole, plaque and flag in memory
of Kim Gerschow at Bailey Park, at the cost to the family in the amount of $1,956.94.
Discussion on motion:
Councilor LaFore requested a revision to the original motion to include the wording,
“and the family will provide a flag each year as needed”.
REVISED MOTION:
Motion by LaFore, seconded by Warn, to approve the Memorial Request from the

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item
to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a
time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for
the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments
on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final
discussion on the matter and act on the business item without interruption from the public.
