Main), Valerie Oehmke (St. Augustine), Dan Venet (Priority Waste) APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the May 20, 2024 meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented: All yeas Motion passes CONSENT AGENDA a) Approval of Schedule of Bills dated June 3, 2024, in the amount of $157,490.53. Motion by LaFore, seconded by Misteravich, to adopt the consent agenda as presented. Administration indicated there was one (1) response from a resident on Woodside that was not in favor of the request. At the time the response was received the applicant had a rooster. Applicant Robert Stapleton Jr. briefed Council on the request to keep chickens. It was mentioned that the rooster that was initially acquired has since been re-homed and is no longer at the residence. Motion by Allen, seconded by Schultz, to approve the petition from Brianna McGregor and Robert Stapels Jr. to keep up to four (4) egg-laying chickens (hens) on property located at 35541 Richwood Lane, subject to the following conditions: 1. The chickens allowed will be female Chicken Hens. No roosters shall be allowed. 2. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens. All yeas Motion passes 2. Consideration of Special Event Request/St. Augustine Parish Festival Motion by Reindel, seconded by Warn, to approve the special event application from St. Augustine Catholic Church to have six (6) temporary signs in conjunction with their annual parish festival on July 29th through August 12th with the following conditions: 1. The applicant shall work with city staff on proper placement of the signs to minimize any sight visibility issues. 2. The signs are allowed to be displayed July 29th through August 12th, 2024. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to approve the special event application from St. Augustine Catholic Church to have an across the road banner in conjunction with their annual parish festival to be displayed July 29th through August 12th, 2024, and direct the City Clerk to submit the application to MDOT. All yeas Motion passes CCM: 06/03/2024 Page 2 of 5  APPROVED 06/17/2024 Motion by Allen, seconded by Schultz, to approve the request from the St. Augustine Parish Festival to make the 13 parking spaces on Howard Street between the two church driveways handicapped parking for the St. Augustine Parish Festival on August 8th through August 11th, 2024. All yeas Motion passes 3. Consideration of Special Event Request/MFV/Richmond Artisan and Farmer’s Market Applicant, Melissa Majchrzak, provided information to Council about the many vendors that will be participating in the market and the types of goods that will be sold. Motion by Reindel, supported by Warn, to approve the special event request for Mobile Food Vendors from Melissa Majchrzak and Lauren Windsor to have 2-3 small food vendors and one Mobile Food Truck once a month for the Richmond Artisan & Farmer’s Market, on Thursdays 4:00pm-7:00pm, June 6th through October 3rd. Administration noted that the Farm Market banners that were approved by the TIFA will be installed soon. All yeas Motion passes 4. Consideration of Special Event Request/Circle Lane Motion by Allen, seconded by Schultz, to approve the request from Susan Foster to conduct the Circle Lane neighborhood block party on Circle Lane on Saturday, August 10, 2024 (with an inclement weather date of Sunday, August 11th) from 12:00 p.m. to 3:00 p.m. and to allow the closure of Circle Lane from 69874 Circle Lane to the west entrance from Ridge Street. All yeas Motion passes 5. Consideration of Special Event Request/MFV/LWML/Kona Ice Library Director Kammer indicated this event is sponsored by the Library Friends Group. The participation in the Summer Reading Program has become more successful every year. Motion by LaFore, seconded by Misteravich, to approve the Special Event Request for a Mobile Food Vendor from the Lois Wagner Memorial Library to have the Kona Ice Truck on Thursday, August 1, 2024 from 1:00 pm to 2:00 pm for the Summer Reading Program Party. Consideration of Solid Waste Removal Contract/2024-2029 The consensus of Council was to break the rules to allow for a discussion prior to any motion. Dan Venet, Priority’s Vice President of Municipal Sales, gave a brief introduction about Priority and what to expect with future service. In the event the contract is approved, Council is aware of evitable hiccups during the transition, however, Priority is willing to work with residents during this time. Motion by Reindel, supported by Schultz, to approve the proposal from Priority for a five-year contract for solid waste, recycling and yard waste collection in the City of Richmond and direct administration to complete any necessary contracts to switch providers. Discussion on motion: An audience member questioned the waste removal for local businesses; this issue will be handled by Administration. Information regarding the transition will be published in the summer newsletter, local cable broadcast, and the City’s website. No further comments were received. All yeas Motion passes 7. Consideration of Establishing a Quarterly Roundtable Meeting Date The consensus of Council was to break the rules to allow for a discussion prior to any motion. Motion by LaFore, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council on July 15, 2024, at City Hall beginning at 5:30 p.m. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Third (3rd) graders from St. Augustine visited and toured City Hall, the Cable Studio, the Library, and the Police Department today.
