APPROVED 07/15/2024 REGULAR MEETING MINUTES JULY 1, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JULY 1, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister, Police Chief Costello Visitors: Laura Ottenbacher, Rylie Jacques (Miss Richmond), Faith Thomson and Katie Chrostowski-Starnes (Miss Richmond’s Court Members) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the June 17, 2024, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Miss Richmond, Rylie Jacques, and her Court members mentioned all the recent events they have participated in over the last year. They thanked both Laura Ottenbacher and the Good Old Days Festival for their support. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to amend the agenda to include Item for Consideration #4: Consideration of DTE Cap Agreement/Beebe Street. All yeas Motion passes CCM: 07/01/2024 Page 1 of 4  APPROVED 07/15/2024 CONSENT AGENDA a) Approval of Schedule of Bills dated July 1, 2024, in the amount of $414,925.06 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Purchase/Police Vehicle Motion by Reindel, seconded by Warn, to authorize the purchase of a 2025 Ford Police Explorer Interceptor SUV in the amount of $48,761.00 with necessary added options from Lunghamer Ford of Owosso with expense charged to the appropriate line-item Police Department - Equipment Acquisition (101.301.977.000). All yeas Motion passes 2. Consideration of Purchase/Computers/Police Department Motion by LaFore, seconded by Misteravich, to approve the proposal for the purchase and installation of Dell computers within the Police Department from Porter and Black in a total amount of $21,704.00 with expense charged to the appropriate line-items Police- Equipment Acquisition (101.301.977.000) and Communications - Equipment Acquisition (101.325.977.000). All yeas Motion passes 3. Consideration of Special Event Request/Mobile Food Vendor/HealthQuest Motion by Allen, seconded by Schultz, to approve the Special Event Request for Mobile Food Vendor from HealthQuest Physical Therapy to have a Mobile Food Vendor, The Locals, onsite for their 2nd Annual Car Show Fundraiser on Saturday, July 20th from 1:00 p.m. until 6:00 p.m. All yeas Motion passes 4. Consideration of DTE Cap Agreement/Beebe Street CCM: 07/01/2024 Page 2 of 4  APPROVED 07/15/2024 Motion by LaFore, seconded by Misteravich, to approve approving the DTE Cap Agreement in the amount of $25,491.52 to bring additional power to Beebe Street Park with the Richmond Good Old Days Festival covering the cost of the agreement. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER The City Offices are closed July 4 and July 5 for the holiday. The new trash collection day for the City of Richmond is now on Mondays. COUNCIL COMMENTS Allen congratulated RAHGS on their successful Heritage Festival Mayor Rix announced the Calendar events: 7/2 Recreation Board Meeting at 7pm 7/9 Cable Commission Meeting at 6:30pm 7/11 Planning Commission Meeting cancelled 7/15 City Council Quarterly Meeting at 5:30 pm, Regular Meeting at 7pm Upcoming Special Events: 7/4-7/5 City Hall, Library and Community Center closed for Holiday 7/25 Ventriloquist in the Park at 11am CLOSED SESSION 1. Foster Property Discussion Motion by Allen, seconded by Schultz, to convene into closed session in accordance with Section 8 (d) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, to consider the purchase or lease of real property, as requested by administration.
