AUGUST 5, 2024
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, AUGUST 5, 2024, BY MAYOR RIX.
ROLL CALL

Others: City Manager Moore, City Clerk McCallister, DPW Director Goetzinger

APPROVAL OF MINUTES
Motion by Warn, seconded by Schultz, to approve the minutes of the July 15, 2024,
regular meeting as presented.

Motion by Warn, seconded by Schultz, to approve the minutes of the July 15, 2024,
quarterly meeting as presented.
All yeas Motion passes

Motion by Warn, seconded by Allen, to amend the agenda to include Item for
Consideration #4: Consideration of Approving Social District Permit Application -
Resolution 2024-18

a) Approval of Schedule of Bills dated August 5, 2024, in the amount of
$414,925.06
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of purchase of FY2024/25 Road Salt/Seasonal Backup
Motion by LaFore, seconded by Misteravich, to authorize the expenditure of up to
$33,942 from Detroit Salt for the purchase of road salt for the FY2024/25 winter season
with the expense charged to line item 101-442-784.000, Salt Purchases; DPW: General
Fund.

2. Consideration of adopting Resolution 2024-17/M-19 Maintenance Contract
Motion by Reindel, seconded by Warn, to designate Jon Moore, City Manager and
Heather McCallister, City Clerk as individuals authorized to sign the 2024-2029 MDOT
State Trunkline Maintenance Contract between MDOT and the City of Richmond.

3. Consideration of Establishing ADHOC Code Enforcement Committee
The consensus agreed to drop the rules to have a discussion to gauge interest in
volunteering for the ad-hoc Code Enforcement Committee.
Motion by Allen, seconded by Warn, to approved the formation of an ad-hoc Code
Enforcement Committee comprised of two members of City Council and the City
Manager, Building Clerk and Chief of Police for a period of up to six months; and
appoint Misteravich and Schultz to serve on the committee.

4. Consideration of Approving Social District Permit Application/Resolution

Motion by Reindel, seconded by Warn, to approve Resolution 2024-18, a Resolution
for Local Governmental Unit approval for a Social District Permit for Zef & Zef Inc. doing
business as Kens County Kitchen.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
City Manager Moore thanked the City Clerk and the Election workers for their efforts
during the 9 days of Early Voting.
COUNCIL COMMENTS
Rix extended a Happy Birthday to Councilor Misteravich
Misteravich utilized the Early Voting and feels it is a great opportunity for voters.
Schultz was pleased with the turnout for the 100th Birthday Celebration of the Town
Clock. He also inquired about the future paving of Main Street to Division Road.
Mayor Rix asked the City Clerk to provide information about Election Day – The State
Primary Election will be held tomorrow, August 6th, 2024. The polls will be open from
7am to 8pm. Residents that reside north of Division Road will vote at the Community
Center at Beebe Park, and those that live south of Division Road will vote at City Hall in
the Council Chambers.
Mayor Rix announced the Calendar events:
8/8 Board of Zoning Appeals Meeting at 7:00pm
8/8 Planning Commission Meeting immediately following BZA meeting
7/15 City Council Regular Meeting at 7:00 pm
Upcoming Special Events:
8/6 State Primary Election from 7:00 a.m. to 8:00 p.m.
8/14 Annual Kids, Trucks and Tractor Event at Beebe Park at 11am
8/16 American Red Cross Blood Drive (10:3am – 4:30pm)
8/17 Movies in the Park (Jurassic World) will be showing at dusk

1. Property Acquisition Discussion
Motion by Reindel, seconded by Allen, to convene into closed session in accordance
with Section 8 (d) of the Michigan Open Meetings Act, Public Act 267 of 1976, as
amended, to consider the purchase or lease of real property, as requested by
administration.
A roll call vote was taken:
All yeas: (LaFore, Misteravich, Reindel, Rix, Schultz, Warn, Allen)
Motion passes
Council recessed at 7:16 pm to go into closed session.
OTHER BUSINESS
Motion by Allen, seconded by Reindel, to reconvene into open session at 7:45 p.m.

ADJOURNMENT
Motion by Misteravich seconded by Allen, to adjourn the Regular Council Meeting at
7:45 pm.
