APPROVED 09/16/2024 REGULAR MEETING MINUTES SEPTEMBER 3, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, SEPTEMBER 3, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Reindel, Rix, Schultz, Warn Absent: LaFore Others: City Manager Moore, City Clerk McCallister Visitors: Donald Wyatt and Hillary Yammen (Richmond Moose Lodge) Motion by Warn, seconded by Allen, to excuse Councilor LaFore from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the August 19, 2024, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA CCM: 09/03/2024 Page 1 of 4  APPROVED 09/16/2024 a) Approval of Schedule of Bills dated September 3, 2024, in the amount of $152,560.77 Motion by Misteravich, seconded by Warn, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Moose Lodge/Michigan Dressers Motion by Reindel, seconded by Warn, to approve the special event request from the Richmond Moose Lodge and Michigan Dressers Motorcycle Club to conduct their 37th Annual Toy Run for Kids; including the closure of Grand Trunk Avenue from 9:00 am to 6:00 pm on Sunday, October 6, 2024 and the use of Grand Trunk from the Moose Lodge to Shepherds for the reception following. Discussion on motion: Reindel asked the applicants if the motorcycle ride will be utilizing the same route as previous years and require the RVFD to block off the intersection of School Section Rd. and M-19. The applicant affirmed the request for the need to utilize the RVFD and the RPD for the ride route. No further comments or questions were received. All yeas Motion passes Motion by Allen, seconded by Schultz, to approve the banner request for a small banner promoting the Richmond Moose Lodge and Michigan Dressers Motorcycle Club’s 37th Annual Toy Run for Kids to be placed in the grass area near Grand Trunk and M-19 beginning on Friday, September 20, 2024. . Consideration of Special Event Request/MFV/The UPS Store of Richmond Ribbon Cutting Ceremony CCM: 09/03/2024 Page 2 of 4  APPROVED 09/16/2024 Motion by Schultz, seconded by Allen, to approve the Special Event Request for Mobile Food Vendors from The UPS Store of Richmond to have a Mobile Food Vendor, Pop’s Eats on the Streets, on site for their Ribbon Cutting Ceremony on Friday, September 27th from 12:00pm until 5:00pm. All yeas Motion passes 3. Consideration of Establishing Quarterly Roundtable Meeting Date The consensus agreed to drop the rules to have a discussion regarding the best date and time to conduct the Special Quarterly Meeting. Motion by Allen, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council on October 21, 2024, at City Hall beginning at 5:30pm. All yeas Motion passes 4. Consideration of AED purchase – Police/Community Center Motion by Reindel, seconded by Warn, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize the purchase of four AED units in a total amount of $10,519.08 from Styker. A roll call vote was taken: Six yeas: (Misteravich, Reindel, Rix, Schultz, Warn, Allen) One Absent: (LaFore) Motion passes Motion by Allen, seconded by Schultz, to amend the General Fund, Police Department, Equipment Acquisition line item (101-301-977.000) from $98,832 to $107,143 and Recreation Fund, Parks & Recreation, Community Center, Buildings Maintenance Supplies line Item (508-758-776.000) from $1,300 to $3,509. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Good luck on the Good Old Days Festival CCM: 09/03/2024 Page 3 of 4  APPROVED 09/16/2024 COUNCIL COMMENTS Councilors all wished Good Luck to the Good Old Days Festival this upcoming weekend. Schultz reminded individuals that the school year has started and drivers need to stop for the busses. Rix thanked staff, sponsors and all individuals that have volunteered their time and efforts to ensure a safe and memorable Good Old Days Festival. Mayor Rix announced the Upcoming Special Events: 9/5 – 9/8 Good Old Days Festival Calendar events: 9/9 Library Board Meeting at 5:30pm 9/12 Planning Commission Meeting at 7pm 9/16 City Council Regular Meeting at 7:00 pm Annual fall scarecrow decorating contest entries are due October 4th.
