APPROVED 10/07/2024 REGULAR MEETING MINUTES SEPTEMBER 16, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, SEPTEMBER 16, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Reindel, Rix, Schultz, Warn Absent: LaFore Others: City Manager Moore, City Clerk McCallister Visitors: Sal Yousif (Main Stop Market) Motion by Warn, seconded by Schultz, to excuse Councilor LaFore from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the September 3, 2024, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA CCM: 09/16/2024 Page 1 of 4  APPROVED 10/07/2024 a) Approval of Schedule of Bills dated September 16, 2024, in the amount of $1,057,816.26 Motion by Misteravich, seconded by Allwn, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/RHS Homecoming Parade/M-19 Closure Motion by Allen, seconded by Schultz, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, October 4, 2024, to conduct the annual Homecoming parade. All yeas Motion passes 2. Consideration of Adopting City Council 2025 Meeting Dates Motion by Reindel, seconded by Warn, to adopt the 2025 City Council Meeting Schedule as presented. Discussion on motion: Schultz suggested the 2025 City Council meetings in July and August be conducted at 6:00 p.m. as was done in prior years. Administration noted there was some confusion with audience members pertaining to the time adjustment during the summer months. The consensus agreed to switch the summer City Council meetings (July and August) to a 6:00 p.m. start time for the 2025 meeting schedule. Motion by Schultz, seconded by Warn, to amend the prior motion to reflect a meeting start time of 6:00 p.m. for City Council meeting in July and August in 2025. Consideration of closing City offices in conjunction with Observed 2025 Holiday Closures Motion by Allen, seconded by Warn, to approve the closing of city offices on Friday, December 26,, 2025 and Friday, January 2, 2026 with the understanding that employees must utilize accumulated leave time to be paid for these days since they are not recognized by the City of Richmond as holidays. All yeas Motion passes 4. Consideration of Resignation/Library Board Moved by Reindel, seconded by Warn, to accept the resignation letter from Gail O’Neill from the Library Board. Discussion on motion: Councilors thanked O’Neill for her very active years of service on the Library Board. All yeas Motion passes 5. Consideration of Approving Special Event Request/MFV/Main Street Taco Applicant, Sal Yousif, provided background information to City Council regarding the proposed event, Tacos and Tequila. Motion by Reindel, seconded by Warn, to approve a Special Event request from Main Stop Party Store, for their Tacos and Tequila event on Saturday, October 26, 2024 from 3:00 p.m. to 8:00 p.m. and to allow the closure of Water Street from Main Street to the bank parking lot entrance. All yeas Motion passes Moved by Schultz, seconded by Warn, to approve a Special Event Request for a Mobile Food Vendor, Main Street Tacos, for the “Tacos & Tequila” Event, from 3:00 pm to 8:00 pm on Saturday, October 26, 2024. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER CCM: 09/16/2024 Page 3 of 4  APPROVED 10/07/2024 Work on the splash pad continues. Last week DPW worked on the infrastructure. This week the splash pad installer is here beginning their work. Moore will be out of the office September 23rd and 24th. COUNCIL COMMENTS Schultz was happy the weather cooperated for the Good Old Days events. Rix thanked the entire community for coming out to the Good Old Days Festival. Overall it was another successful event. Mayor Rix announced Upcoming Special Events: Deadline for Annual Scarecrow decorating contest entry is October 4th. Scarecrows will be displayed from October 11 through November 15. Call 727-3064 for information.
