APPROVED 10/21/2024 REGULAR MEETING MINUTES OCTOBER 7, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, OCTOBER 7, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister, City Treasurer Hatfield Visitors: Darryl Starr (Starr Craft Brewery), Keith Szymanski and Veronica Tuazon (Plante & Moran) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the September 16, 2024, regular meeting as presented. All yeas Motion passes Motion by Warn, seconded by Schultz, to approve the minutes of the September 16, 2024, special meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA CCM: 10/10/2024 Page 1 of 5 APPROVED 10/21/2024 Motion by Warn, seconded by Allen, to adopt the amended agenda as indicated: Remove Item for Consideration #5: Consideration of Sale of Property (69360 Main St.). All yeas Motion passes CONSENT AGENDA a) Approval of Schedule of Bills dated October 7, 2024, in the amount of $1,546,716.78 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Presentation of FY2023/24 City Audit Plante Moran auditors, Szymanski and Tuazon, provided an unmodified opinion which is the best opinion that can be provide. The presentation expressed that the City is maintaining a solid financial position. Compliments were given to City Council on their attention to fund balances which has placed the City in a strong financial position. Furthermore, they commended Treasurer Hatfield for a job well done. Motion by Reindel, seconded by Warn, to receive and file the City of Richmond June 30, 2024 Financial Report with Supplemental Information from Plante Moran. Comment on motion: Rix complimented Treasurer Hatfield and City Manager Moore for their work throughout the year. All yeas Motion passes 2. Consideration of Special Event Request/Lions Club/Goodfellows Newspaper Sale CCM: 10/10/2024 Page 2 of 5 APPROVED 10/21/2024 Motion by Allen, seconded by Schultz, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 6th and Saturday, December 7th, 2024; further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 6th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 3. Consideration of Special Event Request/MFV/Starr Craft Brewery Darryl Starr, Starr Craft Brewery, announced that Scalici’s Pizza will be moving into their kitchen when it’s completed. It is the intention to expand the hours to include lunchtime once the project is complete. Motion by LaFore, seconded by Misteravich, to approve the Special Event Request for Mobile Food Vendors from Starr Craft Brewery to have a Mobile Food Vendor, Scalici’s Pizza, on site on Friday, October 11, 2024 from 5:00 pm till 10:00 pm. All yeas Motion passes 4. Consideration of Awarding Aud Landscaping Bid Motion by Reindel, seconded by Warn, to award the Aud Landscaping project to D&E Landscaping in the amount of $10,749.53. All yeas Motion passes Motion by Reindel, seconded by Warn, to amend the Park and Recreation Fund, Aud Department, Building Additions and Improvements Line Item (508-760-976.000) from $5,000 to 15,750. All yeas Motion passes 5. Consideration of Board Appointment/EDC Motion by Schultz, seconded by Allen, to confirm the Mayor’s re-appointment of Dianna Maniaci, to the Economic Development Corporation (EDC) for a 6-year term with an expiration date July 1, 2029. CCM: 10/10/2024 Page 3 of 5 APPROVED 10/21/2024 All yeas Motion passes 6. Consideration Special Event Request/Richmond Knights of Columbus/Tootsie Roll Sale Motion by LaFore, seconded by Warn, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, October 11th and Saturday, October 12th, 2024, (with Sunday, October 13th being reserved as the inclement weather date), from Dawn to Dusk; and that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, October 11th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Rauhorn will be installing lighting as part of the Phase 2 Downtown Lighting Project this week. COUNCIL COMMENTS LaFore indicated he is glad to be back in attendance. Mayor Rix announced the Upcoming Special Events: 10/13 RVFD pancake breakfast from 8am to 12pm 10/16 Friends of the Library Early Bird Sale from 5pm-7pm 10/17-10/19 Friends of the Library Book Sale 10/31 No tricks only treats at RVFD from 6pm-8pm Calendar events: 10/8 Cable Commission Meeting at 6:30pm 10/10 Planning Commission Meeting at 7pm 10/14 Library Board Meeting at 5:30pm 10/21 City Council Quarterly Workshop at 5:30pm 10/21 City Council Meeting at 7pm CCM: 10/10/2024 Page 4 of 5 APPROVED 10/21/2024 The Police are looking to hire a school crossing guard. The position is $15 an hour with a one (1) hour shift in the morning and a one (1) hour shift in the afternoon. Please call 727-4000 for more information. No other comments were received. Consideration of Special Event Request/Knights of Columbus/Tootsie Sale MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
