Consideration of Sale of Property (69360 Main Street) Moved by Reindel, seconded by Warn, to approve the sale of the vacant lot at 69360 Main Street in the amount of $35,000 to Olivia and Deylan Frady and authorize the City Manager to sign the purchase agreement. Discussion on Motion: Rix - The proposed use would be a great addition for our downtown. All yeas Motion passes 2. Consideration of Water Meters/Meter Reading Equipment Motion by LaFore, supported by Misteravich, to waive purchasing ordinance requirements due to Section 64-53(a) and to authorize the expense of $17,237.50 for the purchase of an Allegro Mobile Laptop reading system from Core & Main with expenses charged to 591.548.977.000; Water Fund, Water System Expense, Equipment Acquisition. Consideration of approving the Community Santa Parade and Community Tree Lighting Event CCM: 10/21/2024 Page 2 of 5  APPROVED 11/04/2024 Moved by Reindel, seconded by Warn, to approve the Santa Parade Route along Main Street from Forest to Park Street, on Saturday, December 7, 2024 at 5:30 pm, with the Community Tree Lighting to be held at the Veterans Memorial Pocket Park on Main Street and authorize the City Clerk to apply to MDOT for the road closure and across the road banner. All yeas Motion passes Moved by Allen, seconded by Warn, to approve the Special Event application for Mobile Food Vendors from Melissa Majchrzak for three food vendors (two food and one coffee) to be set up in the Municipal Parking Lot from 4:00 to 9:00 pm on Saturday, December 7, 2024. All yeas Motion passes Moved by Reindel, seconded by Warn, to approve the Special Event application from Theresa Maniaci to utilize a portion of the municipal parking lot for up to seven vendors and five sheds to be set up in the Municipal Parking Lot from 2:00 pm to 9:00 pm on Saturday, December 7, 2024. Consideration of Special Event Request/Broadway Connection Debut / 5K Run Motion by LaFore, seconded by Misteravich, to approve the special event application from Broadway Connection Debut for a St. Patrick’s Day 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 12:00 p.m. on Saturday, March 8, 2025. All yeas Motion passes 5. Consideration of Special Event Request/Across the Road Banner/ Richmond Little League Motion by Reindel, seconded by Warn, to approve the across the road banner request from Richmond Little League for two banners for their registration event, from Monday, November 4, 2024 through Monday, November 18, 2024. All yeas Motion passes 6. Consideration of Lot Split / Aud Motion by Rix, supported by Warn, to approve the lot split/ combination actions requested by the City of Richmond for Parcels 06-02-226-008 and 06-02-226-009 (Aud) CCM: 10/21/2024 Page 3 of 5  APPROVED 11/04/2024 and 06-02-226-004 (Fosters) subject to the sale and purchase of the split parcel and 35600 Division Road between the City and Foster. The actions are listed below. ACTION #1: Split .219 acres (Lot Split from Parcel A) from 35620 Division Road 06-02-226-008 (Aud Driveway Parcel). ACTION #2: Combine the .219 acres (Lot Split from Parcel A) with 68955 Main Street (Fosters) ACTION #3: Combine the remainder of 35620 Division Road 06-02-226-008 (Aud Driveway Parcel) with 68931 Main Parcel number 06-02-226-009 (Aud Building) Discussion on motion: The lot split and combination request, if approved, will create more parking at the Aud (from approximately 56 spaces to 94 spaces), maintain easement rights of the Aud, and will allow for a safer route into the Aud by moving the entrance further from the traffic light. Both parties will benefit from this proposed request. All yeas Motion passes 7. Consideration of Sale and Purchase of Property / Aud Motion by Reindel, supported by Warn, to approve the purchase agreement is for the sale of a parcel split from the 35620 Division Road in the amount of $65,000.00 to T. O. M. Investments LLC; and the purchase agreement for the purchase of 35600 Division Road in the amount of $102,305.41 from Foster Properties and authorize the City Manager to sign both on behalf of the City of Richmond. The position is $15 an hour with a one (1) hour shift in the morning and a one (1) hour shift in the afternoon. Please call 727-4000 for more information. Hours are 8:30 a.m. to 4:30 p.m. daily. Early voting will be held at 36725 Division Rd. (inside City Hall-Community Room) for all registered voters of the City of Richmond. Election Day - Residents that live north of Division will vote at the Community Center at Beebe Park; those that reside south of Division will vote at City Hall-Council Chambers.
