APPROVED 11/18/2024 REGULAR MEETING MINUTES NOVEMBER 4, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 4, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Geralyn Morris (Family Court Awareness Committee) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the October 21, 2024, quarterly meeting as presented. All yeas Motion passes Motion by Warn, seconded by Schultz, to approve the minutes of the October 21, 2024, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Geralyn Morris, representative for Family Court Awareness, thanked City Council for their support in recognizing November as Family Court Awareness month and the importance of this initiative. All yeas Motion passes CONSENT AGENDA a) Adoption of Resolution 2024-19/November Family Court Awareness Month b) Approval of Schedule of Bills dated November 4, 2024, in the amount of 153,444.20 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Over the Road Banner/Richmond Community Theater Motion by Reindel, seconded by Warn, to approve the special event application from the Richmond Community Theatre for an across the road banner from November 18th through December 2nd. All yeas Motion passes 2. Consideration of Adopting Resolution 2024-20/Public Act 152 Moved by Allen, seconded by Schultz, to approving Resolution 2024-20 electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding health care plan year. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore will be out of the office on Friday, November 8. Consideration of Adopting Resolution 2024-20/Public Act 152 MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
