NOVEMBER 18, 2024
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 18, 2024, BY MAYOR RIX.
ROLL CALL
Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn
Absent: None
Others: City Manager Moore, City Clerk McCallister
Visitors: Bob Kohlhagen and Richard Weinert (RAHGS)
APPROVAL OF MINUTES
Motion by Warn, seconded by Schultz, to approve the minutes of the November 4,
2024, regular meeting as presented.

Motion by Warn, seconded by Schultz, to adopt the agenda as amended.

CONSENT AGENDA
a) Receive and File Revenue and Expense Report for October, 2024
b) Approval of Schedule of Bills dated November 18, 2024, in the amount of

Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of establishing City Council Quarterly Meeting Date
The consensus agreed to drop the rules and discussed potential meeting dates.
Motion by Reindel, seconded by Warn, to schedule the special quarterly roundtable
meeting of the City Council on Monday, January 20, 2025, at City Hall beginning at
5:30pm.

2. Consideration of RAHGS request / Garage
RAHGS members, Kohlhagen and Weinert, indicated their organization is in need of
additional storage for items that are used throughout the year (nothing of historical
nature). They are interested in the small garage/shed that is located at the property on
Forest Street that will be purchased by the City. If approved, the garage/shed will be
placed between the barn and windmill at the Historic Village.
Motion by Allen, seconded by Schultz, to approve RAHGS request to utilize the garage
from 69271 Forest Street for the Historic Village in Bailey Park, once the sale of the
property is completed.
Discussion on motion:
Rix emphasized the need for the base to be supported prior to the move. Furthermore,
there is no guarantee the unit will be in the same condition once it is moved.
The consensus among Council is to have administration coordinate with the DPW to
have the shed moved at the appropriate time once RAHGS had secured the base.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
The last day of yard waste pickup is Monday, November 25th.
An online auction to sell surplus items from the Richmond Police Department, City Hall
and the Public Works is set to close on November 20th. Visit Rowley Auctions, the City’s
website, or call City Hall for more information.
COUNCIL COMMENTS
Misteravich – Councilors Misteravich and Schultz are part of a newly established Code
Enforcement committee. The meetings have been going well and there have been
some great suggestions among the committee.
LaFore – Happy Thanksgiving
Rix – Applications to be a part of the Santa Parade are currently available. Call City
Hall for more information.

12/7 Tree lighting and Santa Parade (Events begin at 5:30pm)
12/13 Annual Christmas Cookie Sale (12pm-5pm) at the Library

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item
to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a
time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for
the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments
on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final
discussion on the matter and act on the business item without interruption from the public.
