APPROVED 12/16/2024 REGULAR MEETING MINUTES DECEMBER 2, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 2, 2024, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: None APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the November 18, 2024, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the amended agenda to included Item for Consideration #3, Consideration of Municipal Parking Lot Request/Richmond Flower Shop/Reindeer Event All yeas Motion passes CCM: 12/02/2024 Page 1 of 4 APPROVED 12/16/2024 CONSENT AGENDA a) Approval of Schedule of Bills dated December 2, 2024, in the amount of $402,877.47. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Annual Michigan Municipal League Spring Conference The consensus agreed to drop the rules and have a discussion to gauge interest and availability in attending the MML Spring Conference. Motion by LaFore, seconded by Warn, to approve Mayor Rix, to attend the annual MML Spring Conference and Expo that will be held on March 18 – March 19 at the Lansing Center in Lansing, MI with the expenses charged to the appropriate line item - City Council Conference & Workshops 101-101-864.000. All yeas Motion passes 2. Consideration of Adopting Resolution 2024-21/Poverty Exemption Guidelines Motion by Allen, supported by Schultz, to approve Resolution 2024-21 adopting the poverty exemption guidelines and asset test. Consideration of Approving Closure of a portion of the Municipal Parking Lot for a Special Event/Reindeer Event Motion by Schultz, seconded by Allen, to approve the closure of a portion of the Municipal Parking Lot nearest to the back entrance of Maniaci’s Banquet Center for their reindeer event on Sunday, December 15, 2024 from 9:00 am until 4:00 pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore thanked all the individuals that helped put up the Christmas decorations throughout the City. COUNCIL COMMENTS Mayor announced Upcoming Special Events: 12/3 Recreation Board Meeting at 7pm 12/7 Kris Kringle Market, indoor/outdoor Maniaci’s (2pm-7pm) 12/7 Trolley Rides (2pm-8pm) 12/7 RAHGS Holiday in the Village (Ms. Clause - 3:30pm-5pm) 12/7 Santa Parade (5:30pm) and Tree Lighting (6pm) – (Santa will be inside Maniaci’s Banquet Hall for photos) Now - 12/9 Mitten Tree Collection at the Library Now – 12/12 Pickleball lessons (10:30am-12pm) at the Aud 12/13 Friends of the Library Christmas Cookie Sale (12pm-5pm) 12/16 Book Folding Workshop at the Library Parks and Recreation is offering open basketball from 4:00pm-6pm in the Aud for individuals thirteen (13) years and older on Sundays through December 29th. Consideration of Approving Resolution 2024-21/Poverty Exemption Guidelines MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
