All yeas Motion passes APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the amended minutes of the February 3, 2025 regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Lisa Elliot, Recreation Programmer, announced some of the programs that are currently happening at the Aud. ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to approve the amended agenda which removed Item for Consideration #6 - Consideration of Bid Award/Oak Street ADA Ramp Upgrades from tonight’s agenda. Public Hearing for the Proposed Congressional Community Project Motion by Reindel, seconded by Warn, to open the public hearing on the Congressional Community Project at 7:08 p.m. All yeas Motion passes No public comments were received. Motion by Reindel, seconded by Warn, to close the public hearing on the Congressional Community Project, WWTP Raw Sewage Pumps and Sludge Press Project at 7:10 p.m. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/RAHGS Heritage Festival/Fiberfest RAHGS Vice President, Don Graham, thanked City Council for their support both in the past and the present for all of RAHGS activities throughout the year in addition to providing a brief overview of the Heritage Festival. Motion by LaFore, seconded by Misteravich, to approve the RAHGS special event request for the Richmond Heritage Festival, in conjunction with Log Cabin Day along with the closure of Park Street from Stone to Beebe Street and Beebe Street from Pool Drive to Festival Drive for both days and up to up to two (2) temporary 4’ x 4’ signs to be placed at the corner of Beebe St. and Division and at the Trailhead Park from Thursday morning, June 26th until Sunday evening, June 29th. All yeas Motion passes Motion by Schultz, seconded by Warn, to approve the Special Event Request for a mobile food vendor, Deer Camp Traveling Cafe, for the RAHGS Heritage Festival on Saturday, June 29th from 10am to 4pm, and Sunday, June 30th from 12 noon to 4pm. All yeas Motion passes 2. Consideration of WWTP Improvements/EPA Grant Motion by Reindel, supported by Warn, to recognize all public comments presented at the February 17, 2025 regular meeting. All yeas Motion passes 3. Consideration of Bid Award/Sanitary Sewer CIPP Lining Project Motion by Schultz, seconded by Warn, to authorize the expense of $415,000 to DVM Utilities for the 2025 CIPP Sewer Lining Project with expenses charged to the appropriate line items in Sanitary Sewer Fund. All yeas Motion passes 4. Consideration of Bid Award/Oak and Priestap Street Reconstruction Motion by Reindel, seconded by Warn, to award the Oak & Priestap Street Reconstruction project to Teltow Contracting in the amount of $840,947 with expenses charged to the appropriate line item in the Major Street, Sanitary, and Water Funds. All yeas Motion passes 5. Consideration of Bid Award/2025 Aggregate Material Supply Motion by LaFore, seconded by Misteravich, to award the 2025 Aggregate Materials Supply contract to T.R. Consideration of Board Appointment/EDC Motion by Schultz, seconded by Reindel, to confirm the Mayor’s appointment of Jelena Varga to the Economic Development Corporation (EDC) for a 6-year term with an expiration date of July 1, 2028. All yeas Motion passes 7. Consideration of Special Event Request/Richmond Lions Club/White Cane Sale Motion by Reindel, seconded by Warn, to approve the request received from the Richmond Lion’s Club to conduct their White Cane Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, April 25th and Saturday, April 26th, 2025, further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, April 25th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. 8. Consideration of Resignation of City Council Member Motion by Schultz, seconded by Warn, to accept the resignation of Councilor Rob Reindel with regrets. Comment on motion: Mayor Rix thanked Councilor Reindel for the many great years of service on City Council. All yeas Motion passes 9. Consideration of City Council Vacancy Motion by Rix, seconded by Misteravich, to appoint Nick Yelencich to fill the seat on the Richmond City Council vacated by Rob Reindel. Discussion on motion: Mayor Rix listed many reasons why Yelencich, would be an outstanding candidate to fill the vacancy. LaFore agreed with Mayor Rix in that Yelencich would bring great perspective to Council just as he has done on the TIFA board. CCM: 02/17/2025 Page 4 of 6  APPROVED 03/03/25 All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City Manager Moore thanked Councilor Reindel on his years of services on City Council and to the Community. COUNCIL COMMENTS Reindel thanked Councilors for all of their support. Thank you to the DPW for all of their work clearing the snow from the streets. Councilors all thanked Reindel for his service and appreciate the work he has done.
