APPROVED 03/17/2025 REGULAR MEETING MINUTES March 3, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, MARCH 3, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, DPW Director Goetzinger, Deputy Clerk Focht Visitors: Will Trombley, Joel Dobbelaer, Drew Reindel, Robert Reindel, Tom Garant, Matt Ball, Scott Gray, Austin Dizotell, Stephen Demsich, ADMINISTRATION OF OATH OF OFFICE/NEW CITY COUNCILOR Deputy Clerk Focht administered the oath of office to Councilor Yelencich. APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the February 17, 2025, regular meeting as presented. All yeas Motion carried ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the agenda as presented. CONSENT AGENDA a) Approval of Schedule of Bills dated March 3, 2025, in the amount of $218,700.57 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. Consideration of the Confirmation of the Fire Chief Motion by LaFore, seconded by Misteravich, to confirm the appointment of Robert Reindel as Fire Chief for the City of Richmond in accordance with Section 7.13 of the City of Richmond Charter for a one-year term commencing on March 1, 2025 and expiring on February 28, 2026. Chief Reindel thanked City Council for the appointment. He thanked Chief Treend for his service. He also wanted to thank and recognize all the Officers. Mayor Rix commented that they are all appreciated, and they make the City of Richmond very proud. 2. Consideration of Approving a Special Event Request/Grace Community Church/VBS Tent Motion by Allen, seconded by Schultz, to approve the special event application for a tent in conjunction with Grace Community Church’s Vacation Bible School from July 28th through August 1st, with the following requests:  20’ by 20’ tent encroaching into Friday Street right-of-way  Temporary fence adjacent to tent along Friday Street All yeas Motion carried 3. Consideration of Special Event/MFV/Saving Destiny Wrestling Event Motion by Allen, seconded by Schultz, to approve the Special Event Request for Mobile Food Vendors from William Trombley/Saving Destiny Animal Rescue to have a Mobile Food Vendor, Oscar & Wally’s, on site for the professional wrestling event to benefit the Saving Destiny Animal Rescue on Saturday, April 12th, 2025 from 6:00 pm until 10:30 pm, with the hours of operation for the food truck being 6:00 pm until 10:00 pm. All yeas Motion carried William Trombley spoke on behalf of the event, and stated this was the same mobile food vendor that was at the event last year. 4. Consideration of Introduction and First Reading of Text Amendment to Section 9.04 (Residential Parking Standards) of the Richmond Zoning Ordinance Motion by Schultz, seconded by Allen, to introduce and give first reading of Ordinance 156-34; which amends Section 9.04 (Residential Parking Standards) of the Richmond Zoning Ordinance to revise standards regarding the location and duration that recreational vehicles may be parked within the front yard area and street right of way. All yeas Motion carried Page 2 of 5  APPROVED 03/17/2025 Councilor Misteravich commented that the information received from the committee members was helpful and thanked Administration for their work on this. 5. Consideration of Contract Award/Main Street Water Main Replacement Motion by LaFore, seconded by Misteravich, to authorize the expense of $897,680 to Superior Contracting for the Main Street Water Main Replacement Project with expenses charged to the appropriate line items in Major Street and Water Funds. All yeas Motion carried There was some discussion on how much of Main Street will be disturbed during construction. DPW Director Goetzinger stated that the majority of the work will be bored underground. There will be a few entry points and some excavation, mostly at the intersections for water connections to be made. 6. Consideration of WWTP Clarifier Weirs – Material Purchase Motion by Schultz, seconded by Allen, to authorize the expense of $56,805 for the purchase of FRP weirs and troughs from Warminster Fiberglass with expenses charged to the appropriate line item in the WWTP Equipment Replacement Fund. All yeas Motion carried 7. Consideration of WWTP Raw Sewage Pumps – Engineering Contract Motion by Allen, seconded by Schultz, to authorize the expense of $37,500 for design engineering services on the Raw Sewage Pump Replacement project by Tetra Tech with expenses charged to the appropriate line item in WWTP Equipment Replacement Fund. All yeas Motion carried Mayor Rix asked why we have to have engineering done to replace pumps we already have? DPW Director Goetzinger stated that the new pumps are a different design and will operate differently. They will have to design programming and electrical changes. Councilor LaFore commented on what a good job DPW Director Goetzinger does on keeping up on maintenance. 8. Consideration of Establishing Budget Workshop Meeting Dates There was a consensus by City Council to begin discussion before making a motion. Motion by Allen, seconded by Misteravich, to schedule the following budget workshop meeting dates to review and modify the City Manager’s proposed FY2025-26 City Budget, as necessary: April 28, May 5, and May 19 beginning at 5:30 pm. All yeas Motion carried Page 3 of 5  APPROVED 03/17/2025 MISCELLANEOUS MATTERS FROM THE CITY MANAGER Macomb County Public Works is cleaning the drain along the railroad tracks from Division to Priestap (West side) Thanked and congratulated Commercial House and Starr Craft Brewery on their successful Bibs and Brews event. The event raised $950 for the Richmond Volunteer Fire Department. MDOT called today and said they have funding to put in a round-about at Muttonville Lane. There will be a meeting in the future to discuss more of the details. COUNCIL COMMENTS Councilor Misteravich wanted to welcome Councilor Yelencich Councilor LaFore also wanted to welcome Councilor Yelencich Councilor Schultz wanted to thank the previous Fire Chief Treend for all his hard work and wished Chief Reindel good luck. Also welcomed Councilor Yelencich. Councilor Allen also welcomed Councilor Yelencich. Wanted to congratulate the Richmond High School Mock Trial team for winning at States. Also, congratulated the Richmond High School Competitive Cheer Team for placing third in their division at States. Mayor Rix mentioned that Division Road from the Railroad tracks to the County line is scheduled to be worked on in 2026, not 2025. Also, appreciates Councilor Yelencich agreeing to serve on City Council. He will be a great addition. Mayor Rix announced the upcoming events: Lots of events being held at AUD.
