APPROVED 04/07/2025 REGULAR MEETING MINUTES MARCH 17, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, MARCH 17, 2025 BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, Deputy Clerk Focht Visitors: Police Chief Costello, Parks and Recreation Director VanHove, City Planner Jeschke, Caleb Dowling, Ehrin Dowling, Susan Starnes, Jamie Moore APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the March 3, 2025 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the agenda as presented All yeas Motion passes CONSENT AGENDA a) Receive and File Revenue and Expense Report February, 2025 b) Approval of Schedule of Bills dated March 17, 2025, in the amount of $ 76,890.29 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. Consideration of Special Request/Chickens/69856 Ferguson Street Motion by Rix, seconded by Misteravich, to approve the petition from Caleb and Ehrin Dowling to keep up to six (6) egg-laying chickens (hens) on property located at 69856 Ferguson Street, subject to the following conditions: 1. The chickens allowed will be female chicken hens. No roosters shall be allowed. 2. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the chickens The City received correspondence from two neighbors. One was in favor, and one was opposed. Councilor Schultz wished to vote nay due to a neighbor stating they were against the request. Councilor Misteravich had the same concern as Councilor Schultz, but this request has the same acreage as previous requests and he felt there was an acceptable distance between the neighbors. Mayor Rix asked if we have had any noise or smell complaints from previous requests. City Manager Moore stated that we had not. Consideration of Approving the Request to Conduct the National Day of Prayer Motion by Allen, seconded by Schultz, to authorize the Mayor to sign the Proclamation recognizing Thursday, May 1, 2025, as the National Day of Prayer, and to invite members of the public to pray, beginning at 12:20 pm All yeas Motion passes CCM: 03/17/2025 Page 2 of 5  APPROVED 04/07/2025 3. Consideration of Special Event/Project Graduation 2025/Senior Banner Susan Starnes and Jamie Moore were present on behalf of this item. They will contact J’s Silkscreens to obtain the zip ties for the banners. Motion by LaFore, seconded by Allen, to approve the request to utilize the poles and banner arms from Division Road to the railroad tracks to place banners recognizing the students of the class of 2025 from May 1st through June 13th and to authorize DPW to install the banners, with the following conditions: 1. That the Project Graduation Committee will furnish the banners and all necessary zip ties. 2. There are no guarantees of exact placements of student banners on a particular pole or location. Consideration of the Second Reading and Adoption of Text Amendment to Section 9.04 (Residential Parking Standards) of the Richmond Zoning Ordinance Motion by Schultz, seconded by Allen, to give the second reading and adopt Ordinance 156-34; which amends Section 9.04 (Residential Parking Standards) of the Richmond Zoning Ordinance to revise standards regarding the location and duration that recreational vehicles may be parked within the front yard area and street right-of- way. All yeas Motion passes 5. Consideration of Purchase/Toddler Play Equipment Parks and Recreation Director VanHove stated that the swing set is in stock, but the slide has a lead time of about 10 weeks. Motion by Allen, seconded by Schultz, to approve the purchase of the toddler play equipment for Beebe Street Memorial Park, in the amount of $6,955.00, from Playground Boss. Consideration of Board Appointment/Recreation Board Motion by LaFore, seconded by Misteravich, to (re)appoint Susan Kiel, and Dr. David Varga to the Recreation Board for 2-year term with an expiration date of March 31, 2027. All yeas Motion passes 7. Consideration of Appointing a Council Liaison to the Recreation Board There was a consensus by Council to have a discussion before the motion. Mayor Rix asked if anyone else would be interested in serving on this board. Everyone felt he was doing a good job and should continue serving. Motion by Misteravich, seconded by Warn, to appoint Mayor Rix as City Council Ex- Officio Member on the Recreation Board with an expiration date of March 31, 2026. All yeas Motion passes 8. Consideration of Special Request/Festival Fence/Beebe Street Park Motion by Allen, seconded by Schultz, to approve the request from the Richmond Good Old Days Festival to install a six-foot-tall black vinyl coated fence near the concrete slab/tent area of the Festival Field in Beebe Street Park. All yeas Motion passes 9. Consideration of Special Request/Knights of Columbus/Tootsie Roll Sale Motion by LaFore, seconded by Misteravich, to approve the request from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/31 Mile Road (City side) on Friday, April 11, and Saturday, April 12, 2025, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, April 11th from 2:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. Consideration of Patrol Contract Motion by Allen, seconded by Schultz, to convene into closed session in accordance with Section 8 (d) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration.
