APPROVED 04/21/2025 REGULAR MEETING MINUTES APRIL 7, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, APRIL 7, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, City Clerk McCallister, Public Service Director Goetzinger, Police Chief Costello Visitors: Dean Roberts (on behalf of Dow Apartments) APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the March 17, 2025, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Dean Roberts, on behalf of Dow Apartments, thanked Officer Steve Rupkus for his actions when responding to a local fire. He assisted with evacuating the building and put out the fire. ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the agenda as presented. Consideration of Adopting Resolution 2025-2/Approval of the Request to Conduct the Annual Memorial Day Parade Motion by Allen, seconded by Schultz, to adopt Resolution No. 2025-2, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 26, 2025, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial Day Parade. Comment on motion: Mayor Rix indicated the request was made on behalf of the local VFW. All yeas Motion passes Motion by Allen, seconded by Schultz, to authorize the purchase of three (3) wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans Memorial. All yeas Motion passes 2. Consideration of Splash Pad Fence Motion by Schultz, seconded by Warn, to approve the Splash Pad Fence quote from Kimberly Fence & Supply Company in the amount of $9,414. Consideration of Awarding 2025 Special Pavement Marking Contract Motion by LaFore, seconded by Misteravich, to waive purchasing ordinance requirements due to Section 64-53(d) and to authorize award of the 2025 Special Pavement Markings contract to Zebra Striping in the amount of $5,645.05 with expenses charged to the appropriate line items in Major street, Local street, General, and Parks & Rec funds. Consideration of WWTP Raw Sewage Pump Replacement Motion by Misteravich, supported by LaFore, to waive purchasing ordinance requirements due to Section 64-53(a) and to authorize the expense of $53,846 for the purchase of (2) Flygt Submersible pumps from Kennedy Industries with expenses charged to the appropriate line item in the WWTP Equipment Replacement fund. Consideration of Adopting Resolution 2025-03/EDF Grant Program Motion by Allen, seconded by Schultz, to adopt Resolution 2025-03 to request funding for the 2026 Overband Crack Filling program. Consideration of Board Appointment/Recreation Board Motion by Allen, seconded by Warn, to (re)appoint Melissa Majchrzak to the Recreation Board for a 2-year term with an expiration date of March 31, 2027. Consideration of Board Resignation/EDC Motion by Schultz, seconded by Warn, to accept the resignation letter from Dave Villeme from the EDC. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Moore and Goetzinger met with the Macomb County Dept. of Roads to discuss the Small Urban Funding Grant that will allow for a portion of 32 Mile Road to be repaved. This project will take place sometime in 2026. This summer, the railroad tracks on 32 Mile Road will be removed and replaced with rubber tracks. The work is tentatively scheduled for July 14 through July 18, 2025. COUNCIL COMMENTS Schultz is pleased to see the new street sweeper in action. It appears to be doing a decent job and looks good. Doors open at 5:30pm with the event beginning at 7pm.
