APPROVED 09/15/2025 REGULAR MEETING MINUTES SEPTEMBER 2, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, SEPTEMBER 2, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Rix, Schultz, Warn, Yelencich Absent: LaFore Others: City Manager Moore, City Clerk McCallister, City Planner Jeschke Visitors: Mike and Karen DeMil, Jon Eadie, Tammie Misko, Don Wyatt Motion by Warn, seconded by Allen, to excuse Councilor LaFore from tonight’s meeting due to being out of town for business. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the August 18, 2025, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the agenda as presented. Motion by Misteravich, seconded by Yelencich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/RAHGS Cemetery Walk/Banner Motion by Allen, seconded by Schultz, to approve the request from RAHGS to conduct a Cemetery Walk in the City of Richmond Cemetery on Saturday, September 27, 2025 from 11:00 a.m. to 4:00 p.m. and the use of the Chapel for registration; and direct the City Clerk to apply to MDOT for the placement of an across the road banner from Monday, September 15, 2025 through Sunday, September 28, 2025 All yeas Motion passes 2. Consideration of Richmond Plaza Condominium Development Motion by Rix, seconded by Warn, to approve the Condominium Site Plan Review for the Richmond Plaza Condominium Development consisting of 18 lots on 21.656 acres of property located adjacent to the east side of Main Street, between Muttonville Lane and Lake Angela Drive, subject to the following condition: 1. Sidewalks and pedestrian access shall be provided from the terminus at the northern property boundary to the entire commercial center when any out-lot shall be developed within the Richmond Plaza Condominium Development during the Site Plan Review process at the Planning Commission. Consideration of Special Event Request/Richmond Moose Lodge/Michigan Dressers/Toy Drive CCM: 09/02/2025 Page 2 of 5  APPROVED 09/15/2025 Motion by Schultz, seconded by Warn, to approve the special event request from the Richmond Moose Lodge and Michigan Dressers Motorcycle Club to conduct their 38th Annual Toy Run for Kids; including the closure of Grand Trunk Avenue from 9:00 am to 6:00 pm on Sunday, October 5, 2025 and the use of Grand Trunk from the Moose Lodge to Shepherds for the reception following. All yeas Motion passes Motion by Schultz, seconded by Warn, to approve the banner request for a small banner promoting the Richmond Moose Lodge and Michigan Dressers Motorcycle Club’s 38th Annual Toy Run for Kids to be placed in the grass area near Grand Trunk and M-19 beginning on Friday, September 19, 2025. All yeas Motion passes 4. Consideration of Special Event Request/Richmond Moose Lodge/Trunk or Treat Tammy Misko (Moose Lodge #2575) indicated this event is partnered with Backyard Living and will not interfere with neighboring businesses. Motion by Allen, seconded by Schultz, to approve the special event request from Richmond Moose Lodge to hold a Trunk-Or-Treat event on Grand Trunk Avenue on Saturday, October 25, 2025, 11am until 2pm and also allowing the closure of a portion of Grand Trunk Avenue in front of the Richmond Moose Lodge through Lane Street from 10am until 3pm. Comment on motion: Mayor Rix generally supports other local events however he expressed his concern for this event as he hopes it does not take away participants from the City’s long time tradition of hosting its annual Halloween Event. All yeas Motion passes 5. Consideration of Special Event Request/RHS Homecoming Parade Motion by Schultz, seconded by Allen, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, September 26, CCM: 09/02/2025 Page 3 of 5  APPROVED 09/15/2025 2025, to conduct the annual Homecoming parade. All yeas Motion passes 6. Consideration of Establishing Quarterly Roundtable Meeting Date The consensus among Council agreed to drop Robert’s Rules to have a tentative meeting date discussion prior to making a motion. Motion by Allen, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council on October 20, 2025, at City Hall beginning at 5:30pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City Manager, Recreation Director, Public Service Director and the Recreation programmer completed a final walk thru at the Aud to review the refinished flooring. The floors will be ready for activities to reconvene on Monday. COUNCIL COMMENTS Schultz – Good luck on the Good Old Days festivities. Rix extended his appreciation to the City along with all the other participants that helped in setting up for the Good Old Days Festival. Mayor announced Upcoming Special Events: 9/4-9/7 Good Old Days Festival 9/8 Library Board Meeting at 5:30pm 9/11 Planning Commission Meeting at 7pm 9/15 City Council Meeting at 7pm ADJOURNMENT Motion by Misteravich, seconded by Allen, to adjourn the Regular Council Meeting at 7:21pm.
