APPROVED 09/02/2025 REGULAR MEETING MINUTES AUGUST 18, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 6:00 P.M. ON MONDAY, AUGUST 18, 2025 BY MAYOR RIX. ROLL CALL Present: Allen, Misteravich, Rix, Schultz, Warn, Yelencich Absent: LaFore Others: City Manager Moore, City Clerk McCallister, Police Chief Costello Visitors: Richmond Community Schools Superintendent Brian Walmsley Motion by Warn, seconded by Schultz, to excuse Councilor LaFore from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the August 4, 2025 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION Richmond Community Schools Superintendent, Brian Walmsley, provided background information regarding the Bond Proposal that will be on the November 4th ballot. Walmsley recommended individuals visit the school website for more information. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/MFV/Bee’s Motorsports Motion by Schultz, seconded by Misteravich, to approve the Special Event Request for a Mobile Food Vendor from Bee’s Motorsports to have a Mobile Food Vendor “Taqueria Martinez” at Car Show and Burnout Contest on Saturday, September 6th from 1:00 pm – 10:00 pm. Comment on motion: Mayor Rix hopes the applicant asked the nearby restaurants if they could accommodate this event prior to acquiring a mobile food vendor. All yeas Motion passes 2. Consideration of Special Request/Painting Proposal/Richmond PD Motion by Allen, seconded by Yelencich, to authorize the quote from Coast to Coast, LLC in the amount of $5,660 to paint the Police Department hallways and the quote from PrintAll for three vinyl logos in the amount of $568, with the expense charged to the appropriate line-item Building and Grounds – CHPD, Buildings Additions & Improvements (101.264.776.000). All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City timeline photos will be hung in the Community Room tomorrow, August 19th. The sewer lining project is complete and the water main will be finishing up in the next day or two. All yeas Motion passes COUNCIL COMMENTS The golf cart scavenger hunt was a great event. Participants would like to see another event similar to this in the near future. A roll call vote was taken: Six yeas: (Rix, Schultz, Warn, Yelencich, Allen, Misteravich) One absent (LaFore) Motion passes CCM: 08/18/2025 Page 3 of 4  APPROVED 09/02/2025 Council recessed at 6:14 pm to go into closed session for consideration of City Manager Evaluation. Motion by Warn, seconded by Allen, to reconvene into open session at 6:26 p.m. All yeas Motion passes OTHER BUSINESS Motion by Schultz, seconded by Warn, to approve the City Manager’s evaluation which placed the manager between effective to very effective; and the City Manager and TIFA Director’s compensation should be adjusted in accordance with the raises provided to the other full-time non-affiliated personnel this year. Comments on motion: Mayor Rix indicated City Manager Moore has done a very good job and appreciate all of his work. The City of Richmond has grown under your leadership and is reflective in this year’s evaluation. Moore thanked City Council for their continued support of the City Manager and City Administration.
