APPROVED 11/03/2025 REGULAR MEETING MINUTES OCTOBER 20, 2025 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY, OCTOBER 20, 2025 BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Margaret Teltow and Brian Walmsley (Richmond Community Schools) APPROVAL OF MINUTES Motion by Warn seconded by Schultz, to approve the minutes of the October 6, 2025 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION Richmond Community Schools Superintendent Walmsley reminded voters about the upcoming election on Tuesday, November 4th where a school bond proposal initiative will be on the ballot. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Richmond Lions/Goodfellows Newspaper Motion by Allen, seconded by Warn, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 5th and Saturday, December 6th, 2025; further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 5th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. Consideration of Adopting Resolution 2025-15/Macomb County Hazard Mitigation Plan Motion by LaFore, seconded by Misteravich, to adopt Resolution 2025-15, a resolution adopting the 2025-2030 Macomb County Hazard Mitigation Plan as the City’s Hazard Mitigation Plan and authorizing the Mayor and City Clerk to sign the resolution on behalf of the City Council. Consideration of Special Event Request/Community Santa Parade/Tree Lighting Event Motion by Allen, seconded by Schultz, to approve the Santa Parade Route along Main Street from Forest to Park Street, on Saturday, December 6, 2025 at 5:30 pm, with the Community Tree Lighting to be held at the Veterans Memorial Pocket Park on Main Street and authorize the City Clerk to apply to MDOT for the road closure and across the road banner. All yeas Motion passes Motion by Allen, seconded by Schultz, to approve the Special Event application for Mobile Food Vendors from Melissa Majchrzak for three food vendors (snack type foods) to be set up in the Municipal Parking Lot from 2:00 to 8:00 pm on Saturday, December 6, 2025. All yeas Motion passes Motion by LaFore, seconded by Misteravich, to approve the Special Event application from Theresa Maniaci to utilize a portion of the municipal parking lot for up to seven (12) vendors and five sheds to be set up in the Municipal Parking Lot from 2:00 pm to 9:00 pm on Saturday, December 6, 2025. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER The City is currently experiencing phone outages for the Community Center and the police non-emergency numbers. Moore provided an update on the water main replacement project and indicated they have transitioned to restoration work now that the water main and service lines are complete. COUNCIL COMMENTS Rix - Upcoming Special Events: 10/29 Halloween Pickleball at the Aud (9am-12pm) 10/31 Halloween – Trick or Treating from 6pm-8pm 10/31 No Tricks only Treats at the Municipal Parking Lot (6pm-8pm). (In the event of bad weather this event will be moved to the Aud).
