APPROVED 11/17/2025 ORGANIZATIONAL MEETING MINUTES NOVEMBER 10, 2025 THE ORGANIZATIONAL MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 8:00 P.M., ON MONDAY, NOVEMBER 10, 2025, BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich Absent: None Others: City Manager Moore, City Clerk McCallister Visitors: Lorelei Rix, Jacob Hill, Brayden Rix, Olivia Hill, Alicia Rix, Matt Rix, Jennifer Hill, Dan Hill, Rachael Churchill, and Caden Churchill ITEMS FOR CONSIDERATION 1. Swearing in of the Newly Elected City Council Members Council members Dennis LaFore, Michael Misteravich, Timothy Rix and Nick Yelencich, elected at the November 4, 2025, General City Election, stood and were administered the Oath of Office by City Clerk McCallister. 2. Selection of Mayor Mayor Rix called for nominations for the Office of Mayor Schultz nominated for Tim Rix for the position of Mayor. No further nominations were received. Motion by Warn, seconded by Schultz, to close nominations for the Office of Mayor All yeas Motion passes Councilors marked their ballots and passed them to the Clerk. ORG. MEETING: 11/10/2025 Page 1 of 3  APPROVED 11/17/2025 The votes were read aloud by the Clerk as follows: John Warn voted for Tim Rix Emily Allen voted for Tim Rix Dennis LaFore voted for Tim Rix Mike Misteravich voted for Tim Rix Tim Rix voted for Tim Rix Jim Schultz voted for Tim Rix Nick Yelencich voted for Tim Rix By unanimous vote, Tim Rix was elected as Mayor for the 2025-27 Council Term. 3. Administering Oath of Office to the Mayor City Clerk McCallister administered the Oath of Office to the newly elected Mayor – Tim Rix. 4. Selection of Mayor Pro-Tempore Mayor Rix called for nominations for the Office of Mayor Pro-Tempore. LaFore nominated of Mike Misteravich for the position of Mayor Pro-Tempore. No further nominations were received. Motion by LaFore, seconded by Schultz, to close nominations for the Office of Mayor Pro-Tempore. All yeas Motion passes Councilors marked their ballots and passed them to the Clerk. Administering Oath of Office to the Mayor Pro-Tempore City Clerk McCallister administered the Oath of Office to the newly elected Mayor Pro- Tempore – Mike Misteravich COUNCIL COMMENTS Mayor Rix thanked Councilors for their continued support. Efforts will continue to make Richmond a place to be proud of.
