NOVEMBER 17, 2025
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M. ON MONDAY, NOVEMBER 17, 2025 BY MAYOR RIX.
ROLL CALL
Present: Allen, LaFore, Misteravich, Rix, Schultz, Warn, Yelencich
Absent: None
Others: City Manager Moore, City Clerk McCallister, Parks and Rec Director
VanHove, Aud Programmer Elliot, Sgt. Kacanowski

APPROVAL OF MINUTES
Motion by Warn seconded by Schultz, to approve the minutes of the November 3, 2025
regular meeting as presented
All yeas Motion passes
Motion by Warn seconded by Schultz, to approve the minutes of the November 10,
2025 special Joint meeting of the City Council and the Library Board as presented.
All yeas Motion passes
Motion by Warn seconded by Allen, to approve the minutes of the November 10, 2025
Organizational meeting as presented.
All yeas Motion passes
AUDIENCE PARTICIPATION
Resident Jon O’Hara expressed his unhappiness with the water main project on Main
Street and his concern with blight.

Motion by Warn, seconded by Allen, to adopt the agenda as presented

a) Receive and File Revenue and Expense Report October, 2025
b) Approval of Schedule of Bills dated November 17, 2025, in the amount of
$127,966.17.
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of Volunteer Recognition
Aud programmer Elliot recognized Michele Novack for her continuous volunteer efforts
at the Aud
Parks and Recreation Director VanHove explained how people can volunteer at the Aud
or the Recreation Department.
Motion by Allen, seconded by Schultz, to present a Volunteer Recognition Certificate to
Michele Novack for her volunteer efforts at The Aud.
Mayor Rix presented Novack with a certificate of appreciation and thanked her for her
service.

2. Consideration of Establishing Quarterly Roundtable Meeting Date
The consensus among Council agreed on having a discussion of proposed meeting
dates prior to any motion.
Motion by LaFore, seconded by Misteravich, to schedule the special quarterly
roundtable meeting of the City Council on January 19, 2026, at City Hall beginning at
5:30pm.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
The paving contractor completed the patch work on Main Street; yard restoration and
brick paver work is now underway
Last weekend’s Toy sale at the Aud was a successful event.

Schultz wished everyone a Happy Thanksgiving
Rix - Upcoming Special Events:
11/4-4/16 Hall walking at Lee Elementary (Tues/Wed/Thurs 6pm-8pm) $1
Sundays Open Gym at the Aud (Teens 2pm-4pm), (Adult 5pm-7pm)
Tuesdays Welcome Back to the Aud afterschool program (3pm-5pm)
11/26, 12/22, 12/20, 1/19 Volleyball Clinic at the Aud for grades 6-8, $45
11/24 Last day of yard waste collection
11/26 Library Closes at 5pm
11/27 Thanksgiving Day
11/27-11/29 City Office, Library, and Community Center Closed
12/6 Home for the Holiday events (Parade, Tree Lighting, Market)

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item
to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a
time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for
the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments
on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final
discussion on the matter and act on the business item without interruption from the public.
