REGULAR PLANNING COMMISSION MEETING MINUTES MAY 14, 2015 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, MAY 14, 2015, AT 7:02 P.M., BY CHAIRMAN McCLELLAN ROLL CALL Present: Durkee, Kaminski, McClellan, Moore, Pentzien, Rix, Zink Absent: Weinert Others: City Planner Jeschke, City Clerk Stagl Visitors: None Motion by Moore, seconded by Kaminski, to excuse Commissioner Weinert, due to having to work. All yeas Motion passes APPROVAL OF MINUTES Motion by Rix, seconded by Moore, to approve the minutes of the March 12, 2015, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of March 2, 2015 - City Council Meeting Minutes of March 16, 2015 - City Council Meeting Minutes of April 6, 2015 - City Council Meeting Minutes of February 16, 2015 Motion by Pentzien, seconded by Kaminski, to receive and file the correspondence as presented. All yeas Motion passes PCM: 05/14/2015 Page 1 of 3 ADOPTION OF AGENDA Motion by Rix, seconded by Kaminski, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Review of the Master Plan Update – Zoning Plan Section City Planner Jeschke informed the Commission that the Zoning Plan section is a relatively new requirement for inclusion in the Master Plan. The zoning plan includes an explanation how the land use categories on the future land use map relate to the district on the zoning map. The City Planner was able to find a more comprehensive example of a zoning plan that even sets forth a set of criteria to consider when looking at rezoning requests. The Zoning Plan was presented to the Commission for their review and consideration. The City Planner gave an example of an Overlay District and a Planned Unit Development (PUD). The consensus of the Commission was to move forward with the Zoning Plan as presented by the City Planner. B-2. Discussion on Level of Public Involvement City Planner Jeschke stated that the Commission would be reviewing the goals and objectives portion of the Master Plan update. Since the economic outlook for Richmond has changed substantially in the last 5 years, it may be a good time to get input from residents on what they would like to see in Richmond. The Commission has been provided with a worksheet from the International Association of Public Participation that described five levels of engagement – from informing residents to empowering residents. The City Planner thought it would be helpful to distribute a survey to residents and to hold workshops for residents to give input. The City Planner wanted to discuss with the Commission on whether we should try to gather input from the citizens or just hold public hearing like we have in the past. While Commissions did feel it would be beneficial to seek input from the residents, they were not optimistic with the level of interest the master plan update would receive from the residents. PCM: 05/14/2015 Page 2 of 3 The consensus of the Commission was to direct the Administration to move forward with options to obtain additional input from residents. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – City Hall project is moving forward. The Police Department side of the building is complete. - Dow Street project paving is done. - Budget workshops are complete - City Council directed Administration to begin a more proactive code enforcement program COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Rix – Thanked Dean Roberts for his service on the Planning Commission. Dean was recently appointed to the City Council and had to resign from the Commission. - The Library/Recreation Director will be separated beginning July 1st. Julianne Kammer will be the full-time Library Director and Margo VanHove will be the part-time Recreation Director. - We will be adding back into the budget funds to cover a traffic car for a 10-hour shift. - Homes prices are beginning to go up. Zink – Happy to have been appointed to the Commission. Durkee – The County took aerial photos on May 5th. Kaminski – Questioned the status of the Howard Street project. City Planner Jeschke informed the Commission that the project should begin the 1st or 2nd week of June.
