REGULAR PLANNING COMMISSION MEETING MINUTES JUNE 11, 2015 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, JUNE 11, 2015, AT 7:00 P.M., BY CHAIRMAN McCLELLAN ROLL CALL Present: Durkee, McClellan, Moore, Pentzien, Weinert, Zink Absent: Kaminski, Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: None Motion by Moore, seconded by Weinert, to excuse Commissioners Kaminski and Rix due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Pentzien, seconded by Moore, to approve the minutes of the May 14, 2015, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of April 20, 2015 - City Council Meeting Minutes of May 4, 2015 - City Council Meeting Minutes of May 18, 2015 Motion by Pentzien, seconded by Weinert, to receive and file the correspondence as presented. All yeas Motion passes PCM: 06/11/2015 Page 1 of 3 ADOPTION OF AGENDA Motion by Moore, seconded by Durkee, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Review of the Master Plan Update – Housing Needs Assessment Section City Planner Jeschke informed the Commission that the Housing Needs Assessment Section of the Master Plan has been updated with the most recent census figures and statistics from Realtor.com. These statistics show that the City has very little affordable entry level housing. To address this issue, the Commission may want to consider developing more compact zoning. Motion by Zink, seconded by Durkee, to receive and file the Housing Needs Assessment Section of the Master Plan as presented by the City Planner. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – City Hall Project going well - The FY2015-16 budget will be going to Council on Monday – we are still short but it is considerably smaller than previous years. - Informed the Commission that he has been given direction by the City Council to begin more aggressive code enforcement for blight, grass and unlicensed vehicles. City Planner Jeschke – The City Manager and Planner have been doing a housing conditions study. - Huvaere’s may be resubmitting their rezoning request again for the July meeting. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Pentzien – Expressed concern with residents parking in their front yards, parking the wrong way on streets and the speeding that has been occurring in the City.
