REGULAR PLANNING COMMISSION MEETING MINUTES JULY 9, 2015 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, JULY, 2015, AT 7:00 P.M., BY ACTING CHAIRMAN RIX. ROLL CALL Present: Durkee, Kaminski, Moore, Rix, Weinert, Zink Absent: McClellan, Pentzien Others: City Planner Jeschke, City Clerk Stagl Visitors: Eleanor Knapp Motion by Moore, seconded by Zink, to excuse Commissioner McClellan due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Kaminski, seconded by Weinert, to approve the minutes of the May 14, 2015, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of June 1, 2015 Motion by Moore, seconded by Kaminski, to receive and file the correspondence as presented. All yeas Motion passes PCM: 07/09/2015 Page 1 of 3 ADOPTION OF AGENDA Motion by Zink, seconded by Moore, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Special Event Review/Knapp’s Tavern/67126 Gratiot Avenue The applicant was requesting a special event review to allow a “Wednesday Bike Night” event every Wednesday between now and September 12th. The applicant has already received approval from the Michigan Liquor Control Commission to have an outdoor drinking area enclosure to accommodate the additional customers. There would be no outdoor sales and patrons would not be allowed to take their drinks outside of the rear enclosure. The applicant is proposing a 50 foot by 50 foot outdoor enclosure directly behind Knapp’s Tavern. The barrier would consist of stands that have eyeholes through which a rope is drawn through and have banners hanging from the rope to the ground. Commissioners expressed some concern with security for the outside area and also expressed some safety concern over the barrier that was being used. Eleanor Knapp explained that they have a security camera on the rear of the building. Also, she or her husband would always be within the rear enclosure to keep an eye on things. Ms. Knapp also informed the Commission that the bikes would be parked within the enclosure. Ms. Knapp informed the Commission that they will not be having music on the outside at this time, but it may be something that they propose in the future. Motion made by Kaminski, seconded by Durkee to Approve the requested Special Event Application to have an outdoor enclosure directly to the rear of JJ Knapp’s Tavern, subject to the following conditions: 1. The enclosure shall not interfere in any manner with the driveway to the north between Knapp’s Tavern and Ted’s Coney Island Restaurant. 2. The enclosure shall be installed no earlier than 5:30 p.m. and shall be removed no later than 10:30 p.m. on the date of each occurrence. The enclosure shall not be allowed any other day or time. 3. The Richmond Police Department has agreed to monitor the event and will make city staff aware of any issues that may arise. Any issues deemed substantial may result in revocation of any approval. PCM: 07/09/2015 Page 2 of 3 4. The enclosure shall consist of a minimum 42” tall barrier constructed of snow- fence or rope with banners that form a clear and visible barrier. All yeas Motion passes B-2. Master Plan Discussion/Inclusion of Wellhead Protection Plan into Master Plan City Planner Jeschke informed the Commission that he would be working on incorporating the concepts of the wellhead protection plan into the City’s Master Plan. This will be done by either creating a new section based on the Wellhead Protection Plan or by making changes to the previously reviewed Water ad Sewer System Section of the Master Plan. The issue will be coming back in front of the Commission at a future meeting for review. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – Contractor should be done with the interior of the new City Hall by the end of next week. Working with the contractors to coordinate the installation of the phone systems, computer system and Council Chamber sound system. City Planner Jeschke – Lenox Square is going up for auction. Have received phone calls from two different parties interested in the property. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS None.
