REGULAR PLANNING COMMISSION MEETING MINUTES SEPTEMBER 17, 2015 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, SEPTEMBER 17, 2015, AT 7:00 P.M., BY CHAIRMAN McCLELLAN. ROLL CALL Present: Durkee, Kaminski, McClellan, Moore, Pentzien (arv’d. 7:10 pm), Rix, Weinert, Zink Absent: Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: Kevin Boyle, Scott Simmons, Kathy Beauleaux, Kathy Shanks, Jeannine Skonieczny APPROVAL OF MINUTES Motion by Moore, seconded by Durkee, to approve the minutes of the August 13, 2015 , regular meeting as amended: The minutes should note that Pentzien was excused from the August 13th meeting. CORRESPONDENCE - City Council Meeting Minutes of August 3, 2015 - City Council Meeting Minutes of August 17, 2015 Motion by Durkee, seconded by Kaminski, to receive and file the correspondence as presented. All yeas Motion passes PCM: 09/17/2015 Page 1 of 5 ADOPTION OF AGENDA Motion by Kaminski, seconded by Durkee, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. SPR-04-2015/Site Plan Review/Addition to 34901 Division Road/Medilodge of Richmond City Planner Jeschke informed the Commission that the application was proposing a 53,605 square foot addition to Medilodge of Richmond on 16.97 acres location at 34901 Division. The proposed addition will not increase the amount of residents at the facility. The applicant is proposing to modernize the living quarters of the residents by constructing an entirely new attached housing facility that will feature single resident and two resident suites. The existing building will be repurposed for administrative offices and other on-site facilities. The applicant held an open house on August 10th, to discuss their expansion plan. Two residents from the surrounding neighborhood attended the meeting. After review of the proposed addition, the City Planner noted the following items: The proposed care building addition will be one story with a maximum height of 20 feet. The proposed building addition meets the minimum setback and building height requirements. The amount of parking conforms to the current ordinance requirements, however, zero are van-accessible parking spaces. A condition has been included requiring the inclusion of one (1) van-accessible barrier free parking space. There are currently two driveway cuts on Division Road. Both of the existing driveway cuts are being removed. The applicant is proposing to relocate their main driveway 445 feet west of the current location to accommodate the new western expansion of the building. This portion of Division Road is under the jurisdiction of the Macomb County Department of Roads – the applicant has been working with the MCDR and is waiting for further comments from the Macomb County Department of Roads. A condition has been added requiring compliance with all MCDR requirements. The applicant is proposing a mix of existing flora and new landscaping beds along the Ridge Street frontage to help screen their expansion from the residences. The City Planner added a condition to require ten shrubs for each tree being planted along the Ridge Street frontage. There is a lack of trees being proposed along the Division Road PCM: 09/17/2015 Page 2 of 5 frontage. A condition has been added to require an additional 23 trees along the Division Road frontage. Building composition meets ordinance requirements. The applicant is not proposing any wall signage on the building, but they are proposing a sign on their entry feature. No signage is indicated at this time, but the applicant has been made aware of ordinance requirements. The applicant is proposing five bollard outdoor path lights near the new main entrance, but we have not yet received their photometric plan. The City Planner was recommending approval of the site plan, with six conditions. City Staff requested that an additional condition be added, that would require the applicant to work with the City Staff to address the concerns of the Fire Chief. Pentzien questioned what the drainage plans would be for the addition. The Commission was informed that the applicant will conform with Macomb County standards and all of their issues would be addressed. Commissioners were in agreement with the site plan as long as the concerns of the Fire Chief were addressed. Daniel Deremer, the architect for the project, indicated that the concern of the Fire Chief will be addressed by increasing the size of the parking isles. He also informed the Commission that they were still working on the detention pond and the photometric plan. The design of the new addition would match the existing building. The existing building would be used for the kitchen and Administration offices. Mike Gariepy, 34400 Armada Ridge Road - was glad to see that the applicant addressed the concerns of the residents by removing the entryway on Ridge Road. Rebecca Merritt, 34610 32 Mile Road – appreciate that the applicant was planting shrubs to block the lights, also to block the view of the building. Asked if the applicant would plant additional shrubs along the front of Division road to shield the building. Motion by Moore, seconded by Zink, to approve the requested Site Plan Review for a proposed 53,605 square foot addition to an existing congregate care elderly housing facility (Medilodge of Richmond) on 16.97 acres location at 34901 Division Road (APN’s: 50-07-03-35-378-001, 003, 006, 019-021 and 023-025), subject to the following conditions: 1. The site plan shall be amended to indicate the inclusion of one van-accessible barrier free parking space. A van accessible barrier free parking space shall be a minimum of eight (8) feet wide by twenty (20) feet deep with an eight (8) foot access aisle beside the space. PCM: 09/17/2015 Page 3 of 5 2. Prior to the issuance of building permits, the applicant shall obtain all proper right-of-way permits from the Macomb County Department of Roads (MCDR) and submit a copy to the City of Richmond Planning Department. 3. The landscape plan shall be amended to indicate a min8imum of ten (1) shrubs per each tree being planted along the Ridge Street right-of-way. 4. The landscape plan shall be amended to indicate a minimum of one (1) tree and ten (10) shrubs per 45 each lineal feet of planter; along the Division Road frontage. 5. Prior to the issuance of any building permits, the applicant shall submit a photometric plan for the entire site than conforms to Article 14 of the zoning ordinance. Furthermore, the photometric plan shall specify the height of all parking lot and wall mounted lights. 6. Prior to the issuance of any building permits, the applicant shall comply with all conditions as required by the city engineer, Tetra Tech (i.e. storm drainage, grading, etc.) 7. The applicant shall work with the City staff to address the concerns of the Fire Chief. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF Manager Moore – Informed the Commission that we we’re still working through the move into our new location – asked for patience while we work through the kinks. City Planner Jeschke - Requested that the Commission consider cancelling the October meeting, unless there is something pressing – he would be out of town for a City Planner’s Conference. The Commission approved of this request. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Commissioners thanked Medilodge for the expanded facility – it should be very nice for the residents. Also thanked Medilodge for listening to the residents and addressing their concerns. Pentzien – Commended the Police Department, and DPW staff for the excellent job they did during the Good Old Days Festival. McClellan – Commented that he would like to begin awarded Certificates of Recognition to businesses that make a significant improvement to their property.
