REGULAR PLANNING COMMISSION MEETING MINUTES NOVEMBER 12, 2015 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, NOVEMBER 12, 2015, AT 7:00 P.M., BY CHAIRMAN McCLELLAN. ROLL CALL Present: Durkee, Kaminski, McClellan, Moore, Pentzien, Rix, Weinert, Zink Absent: None Others: City Planner Jeschke, City Clerk Stagl Visitors: Walter Winkle, Jr. Chairman McClellan requested a Moment of Silence in remembrance of a former Planning Commissioner, Rosemary Scott. APPROVAL OF MINUTES Motion by Pentzien, seconded by Moore, to approve the minutes of the September 17, 2015, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of September 8, 2015 - City Council Meeting Minutes of September 21, 2015 - City Council Meeting Minutes of October 5, 2015 - City Council Meeting Minutes of October 13, 2015 - City Council Meeting Minutes of October 19, 2015 Motion by Pentzien, seconded by Durkee, to receive and file the correspondence as presented. All yeas Motion passes PCM: 11/12/2015 Page 1 of 3 ADOPTION OF AGENDA Motion by Rix, seconded by Weinert, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. SPR-05-2015/Site Plan Review for a Proposed Ground Sign/Walter Winkle/68560 Howard Street City Planner Jeschke informed the Commission that the Applicant was proposing a ground sign in conjunction with a new residential development on 1.12 acres located at 68560 Howard Street. The proposed monument sign is 3’10” tall. The sign is 7’ 3.5” wide and has a total face area of 28 square feet. The sign will be constructed of the same brick as the townhouses and will have a limestone cap on top. The sign will be setback a distance of ten (10’) feet from the Howard Street right-of-way and a total of fourteen feet (14’) from the Dow Street right-of-way. The sign will be illuminated by one light that will be ground mounted in front of the sign face. The Zoning Ordinance sets modifiers that either allow more or less sign height/area based on the location and circumstance. After review of the proposed monument sign, City Planner Jeschke informed the Commission that the sign proposal meets the minimum development standards as set forth in the zoning ordinance and was recommending approval of the site plan review. All Commissioners indicated that they were in favor of the sign. Motion by Moore, seconded by Weinert, to approve the requested Site Plan Review for a proposed ground sign in conjunction with a new residential development (Elmhurst Townhouses) on 1.12 acres located at 68560 Howard Street (APN: 50-07-06- 01-128-029). All yeas Motion passes B-2. CONSIDERATION OF THE 2016 PLANNING COMMISSION REGULAR MEETING SCHEDULE. Motion by Kaminski, seconded by Moore, to adopt the 2016 Planning Commission Regular Meeting schedule as presented. All yeas Motion passes PCM: 11/12/2015 Page 2 of 3 MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – City Council has re-established the Streetscape Committee. Weinert and Pentzien have agreed to sit on this Committee as Planning Commission representatives. - The City Auction is scheduled for November 21st at 10:00 a.m. at the DPW Barn - We are scheduling a Community Open House for December 21 from 6:00 pm- 8:00 pm City Planner Jeschke – The former rehab building at the corner of Main/Division has been purchased by Al and Theresa Maniaci. They are proposing to move the Flower Shop into this location – this will be coming before the Commission at the December meeting. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Rix – Council has elected Mike Misteravich as the Mayor Pro-Tem. - The Richmond High School football team is 3 wins away from a State Title - MDOT is now going to approve the bump-outs on Main Street – this will be a project the Streetscape Committee will be working on. Pentzien – Would like to see Recognition Certificates given to the Schools and Laser Mark-It for the great improvements they have made to their properties. Weinert – The Historical Society has been working on their expansion plans for the property. Durkee – John Paul Rea may become the new Director of Macomb Planning. Zink – Requested to leave the meeting at 7:20 p.m. McClellan – Agreed with Pentzien that we need to start handing out Recognition Certificates again. - Commented on the increased speed limit on Division Road, in front of the High School. Residents of Stoecker Lane have expressed their displeasure to him.
