SEPTEMBER 22, 2016
THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION
WAS CALLED TO ORDER ON THURSDAY, SEPTEMBER 22, 2016, AT 7:00
P.M., BY VICE-CHAIRMAN ZINK.
ROLL CALL
Present: Durkee, Frank, Moore, Rix, Weinert, Zink
Absent: Kaminski, McClellan
Others: City Planner Jeschke, City Clerk Stagl
Visitors: John Paul Rea, John Culcasi, Jeff Schroeder and Amanda Minaudo from
Macomb County
Motion by Moore, seconded by Frank, to excuse Commissioner Kaminski and
McClellan, due to being out of town.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by Rix, seconded by Frank, to approve the minutes of the July 28, 2016,
regular meeting as presented.

ITEMS FOR CONSIDERATION
B-1. Presentation of sections of the master plan/Macomb County Planning
and Economic Development Department staff
The staff from the Macomb County Planning Department gave an overview of the
information that was provided to the Commission, which included the Population and
Housing Analysis, and Economy overview and a Character areas map.
The Commission identified some additional character areas which will be made to the
map.
John Paul Rea spoke on the economic impacts on the City. The City is on par with the
national rebound and the largest areas in the increase in jobs will be seen in healthcare,
financial services and social services. The positive industry trends show that there is
stability in the community.
The Macomb County Staff will move forward with making the changes to the character
map, which will help them to determine how best to engage the public.
B-2. Consideration of the 2017 Planning Commission Regular Meeting
Dates
Motion by Rix, seconded by Frank, to adopt the 2017 Planning Commission Regular
Meeting Schedule.

MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Manager Moore – Monday we had the official opening of the tennis courts.
- Streetscape improvement continue – the new furniture was put out today, trash
cans will be going out tomorrow.
- The final course on Pound road will be put down on Monday.
